Estonia and Finland have centuries of collaboration, mainly between the capital areas of Tallinn and Helsinki that currently account for 2 million inhabitants and USD 76 billion in economic output. The entry of Estonia into the European Union and, since the mid-2000s, a two-hour ferry trip, have both facilitated flows of people and merchandise across the Gulf of Finland. The different levels of development between Helsinki and Tallinn result in many asymmetric flows (workers to Helsinki, tourists to Tallinn). Beyond infrastructure and labour market issues, there are interesting opportunities for joint innovation policy efforts given their shared strengths such as in ICT, a dynamic start-up environment and technologically sophisticated public services. Cross-border collaboration can help build an "entrepreneurial knowledge region" brand. This case study is part of the project Regions and Innovation: Collaborating Across Borders. European macro-regions, Euroregions and other forms of inter-regional, cross-border cooperation have helped to shape new scenarios and new relational spaces which may generate opportunities for economic development, while redefining the political and economic meaning of national borders. This book is based on a number of key case studies which are crucial to understanding the complex web of political, economic and cultural factors that shape the heterogeneous picture of Europe’s new geography. This book provides a fresh view on this phenomenon, with a realistic approach shedding light on its complexity as well as on its ambiguities. The new macro-regions are interpreted with an approach recognizing the importance of institutionalization, but also their flexible configuration and "blurred" borders. The book also raises the issue of credibility and legitimacy, arguing that inter-regional cooperation has to be removed from the foggy realm of the exchanges between local political and bureaucratic elites in order to be clearly and concretely motivated, and functional to key strategic objectives of the regions. Finally, the authors suggest a complementarity between relations based on proximity and wider (possibly global) networks where some territories, and especially metropolises, find opportunities based on "virtual" proximity. Europe's Changing Geography provides a substantial re-appraisal of a key phenomenon in the process of European integration today. It will be of interest both to scholars of the political economy of European regionalism and to practitioners.

The concept of Helsinki-Tallinn transport and planning scenariosʺ project (in brief the H-T Transplan project) was first discussed with various stakeholders in 2009. The reasons for the need for such a project included the argumentation that tighter integration of Estonia and Finland supports the competitiveness of both countries in the Baltic Sea Region. The development of a twin-city based on the two adjacent capitals, Helsinki and Tallinn, could serve as an important driver of regional integration between the two countries and have a significant impact on the geo-economic situation on the Eastern shore of the Baltic Sea. Regrettably, despite a number of vision documents that have been created over the years on all political levels, the region has not yet been truly developed together. Despite visionary statements, there has not been cooperation in the twin-city region in the area of spatial planning in practice. However, the decisions on large transport and infrastructure projects have direct mutual impact in the region. More than seven million trips (mainly two-way trips) were made between Tallinn and Helsinki every year. The density of both passenger and cargo traffic is high. The Helsinki-Tallinn connections are generally considered good, yet it is not clear, whether the transport opportunities are sufficiently efficient regarding possible future developments. This would involve a future, where the number of commuters per year could double, the number of cars ferried over and cargo traffic would increase even more, while the demands of business travellers to travel speed would grow as well.
