Problem: Empirical studies on the effectiveness of workplace safety regulations are inconclusive. This study hypothesizes that the asynchronous effects of safety regulations occur as regulation needs time to become effective. Safety regulations will work first by reducing the most serious accidents but improve overall safety performance later. Method: The hypothesis is tested by studying a provincial level aggregate panel dataset for China's coal industry using two different models with different sets of dependent variables: a fixed-effects model, on mortality rate, which if defined as fatalities per 1,000 employees, and a Negative Binominal model on the annual number (frequency) of disastrous accidents. Results: Safety regulations can reduce the frequency of disastrous accidents, but have not reduced mortality rate, which represents overall safety performance. Discussion and Summary: Policy recommendations are made, including shifting production from small to large mines through industrial consolidation, improving the safety performance of large mines, addressing consequences of decentralization and facilitating the implementation of regulations through carrying on institutional actions and supporting legislation.

Coal mining is one of China’s largest industries, and provides an excellent case study through which to consider the broader issues of China’s transition from socialism to capitalism, focussing on the shift to a market economy, the rise of rural industry and the situation of China’s working class. Coal was one of the pillars of the planned economy but, the author argues, its shift to market-based operations has been protracted and difficult, particularly in moving from the artificially low prices of the planned economy to market prescribed prices - a change that had a major impact on the industry’s financial performance. The book goes on to considers the growth of small rural coal mines as part of the Township and Village Enterprises (TVEs) programme; these small mines have brought prosperity to areas where small manufacturing enterprises are not competitive, but at the same time have been the cause of many social and environmental problems. It also examines the situation of coal miners - arguably one the most vulnerable segments of the Chinese working class - under socialism and under capitalism, paying particular attention to the issue of work safety and coal mine disasters. This book is the first of its kind to paint a comprehensive picture of the manner in which the European Union (the EU) interacts with transnational policy networks (TPNs). The TPNs covered are those in a variety of fields including: conflict-prone natural resources, health, energy security, migration, human trafficking, combating of terrorism financing and climate change. The chapters are developed around six main lines of inquiry. Many states appear to have strong sentiment on energy security and energy transit vulnerability. Some analysts see the rapidly increasing demand for energy and competition for energy resources leading to nationalistic energy policies. Others argue that global trends with efficient energy markets and growing options on renewables suggest more relaxed energy outlooks. This book focuses on Asia, where global demand for energy is now concentrated in the aspiring and rising powers of the region: China, India, Japan and South Korea, and also recognises the importance of Russia as a growing energy supplier. Contributions by experts in the field provide detailed and parallel case studies. Shedding light on the ongoing debate in the literature regarding energy outlooks of major Asian states, they analyse whether energy policies are expected to evolve along market oriented cooperative lines or more competitive and even destructive mercantile, nationalist lines. The book argues that states are not unitary actors even in the key energy security arena and there are competing and contrasting viewpoints in Asian states on energy security.
