The pilot study on Food Chain Security was launched in 2003 by NATO Public Diplomacy Division Science for Peace and Security Section (SPS) under the leadership of Turkey. The purpose of the study was to study the safety and security of food stuffs in the face of their careless/ignorant handling as well as against expected terrorist attacks at the system which may destroy and/or degrade it at the source during distribution, processing and in the consumption phase. The study included the protective and response measures which may have to be taken to reduce the risk and mitigate the consequences of these threats to the food system. The final outputs of this pilot study were agreed to be mainly: To allow comparison between country partners To identify common weaknesses of the food systems As a result of the terrible September 11, 2001 attacks in the United States the nature of the terrorist threat appears to be more uncertain and diffused, therefore the terrorist threat against the food system which comprises production, processing, distribution, restaurants, and retail can be very diverse and unpredictable and involve chemical, biological, and radiological agents of various kinds. Preparing for all possible contingencies was not practical, so a “risk management approach” was used in this study based on risk management principles that acknowledge while risk generally cannot be eliminated, enhancing protection from known or potential threats can reduce it.

Globalization of the food supply has created conditions favorable for the emergence, reemergence, and spread of food-borne pathogens-compounding the challenge of anticipating, detecting, and effectively responding to food-borne threats to health. In the United States, food-borne agents affect 1 out of 6 individuals and cause approximately 48 million illnesses, 128,000 hospitalizations, and 3,000 deaths each year. This figure likely represents just the tip of the iceberg, because it fails to account for the broad array of food-borne illnesses or for their wide-ranging repercussions for consumers, government, and the food industry-both domestically and internationally. A One Health approach to food safety may hold the promise of harnessing and integrating the expertise and resources from across the spectrum of multiple health domains including the human and veterinary medical and plant pathology communities with those of the wildlife and aquatic health and ecology communities. The IOM's Forum on Microbial Threats hosted a public workshop on December 13 and 14, 2011 that examined issues critical to the protection of the nation's food supply. The workshop explored existing knowledge and unanswered questions on the nature and extent of food-borne threats to health. Participants discussed the globalization of the U.S. food supply and the burden of illness associated with foodborne threats to health; considered the spectrum of food-borne threats as well as illustrative case studies; reviewed existing research, policies, and practices to prevent and mitigate foodborne threats; and, identified opportunities to reduce future threats to the nation's food supply through the use of a "One Health" approach to food safety. A new perspective on the global food security situation and highlights the need for seeking a common vision and implementing global planning to define the manner in which the human species will manage its food security. The basic question of ‘is there enough food’ is examined in general and then in some detail. The history of food production is reviewed in the hope that lessons can be learned from the past. But even after ten thousand years of experience we are not able to feed adequately about a third of our total population, despite what statistics can be made to tell us. Intensive agriculture has stripped out the nutrients that support plant growth and marginalised extensive tracts of land. The global solution to feed the growing population has been and continues to be – produce more food. Even during the last 30 years, about 95 percent of global research investments have focused mainly on increasing productivity. However about a third of the food produced, sufficient to feed over two billion hungry people, is lost or wasted in the food value chain. Climate change is another confounding factor that impinges on our discussions. Pests of all kinds continue to destroy food before and after it is harvested, even though the technology to protect it is available. A huge amount of food is wasted in value chains, particularly at the domestic level. Global food production systems are exposed to unprecedented biosecurity risks posed by invasive harmful organisms and this trend is likely to further exacerbate as current approach to biosecurity is based on the notional premise that lines on maps and the legislation that goes with them is sufficient to halt epidemics. Solutions include extending the number of cultivated plant and animal species to include those that can prosper in what are currently considered to be extreme environments.

"It is clear that one of the most damaging global problems is hunger. There is still a high proportion of hungry people in the world, the number of human beings in this condition exceeding 690 million, according to the latest State of Food Security and Nutrition in the World Report (FAO 2020). Consequently, its eradication is extremely urgent. Nevertheless, it does not appear that Sustainable Development Goal number two, i.e. Zero Hunger, will be achieved by 2030. The United Nations itself admits this, stating that "the world is not on track to achieve Zero Hunger by 2030. If recent trends continue, the number of people affected by hunger would surpass 840 million by 2030". The problems facing food in the world today have increased considerably, as well as various factors and phenomena that augment the complexity of the issues or situations that fall within the scope of food security, such as: climate change, land grabbing, use of chemical fertilizers, loss of agrodiversity and other agricultural sustainability issues, obesity problems resulting from unhealthy diets, the impact of the coronavirus pandemic, the lack of justiciability of the right to food, the use of biotechnology in food, etc. In short, this book is a diverse compilation of the new manifestations of global food security seen from several angles and areas. The book aims to let visualize the main global problems and challenges that have a negative impact on food security, with the underlying objective of highlighting the need for reinforcing its full application in all contexts and countries. To this end, we believe that it is necessary to make its concept operational, and take it into consideration when applying policies and standards, especially in those areas and matters that may undermine said food security.
