The Guardians put his recommendation into execution, as soon as the necessary form could be printed, (viz., ) on the 29th of that month, and the beneficial result ensuing therefrom may be gathered from the following statement. The collective number of days charged for tramps in the workhouse during the last year and a half being--Half-years ended Michaelmas, 1848... 1,125 days., Lady-day, 1849... 307, Michaelmas, 1849... 195 At one period the tramps chietty relieved were Irish, and the major part of them women and children. Lately, very few Irish have applied. The course adopted with vagrants in this Union, since August 29, 1848, is this.--The Relieving Officer examines the applicant, and if he have just grounds for believing him to be in a state of destitution, gives an order for his admission into the mendicant wards at the workhouse. If illness be set up, he gives the medical officer instructions to see the vagrant, and acts on his certificate. In dealing with the tramp, the Relieving Officer, Mr. "Wainwright, has acted with great tact, discretion, and firmness; and I think it may be fairly assumed that the knowledge of this system being in force in this Union, has diverted the stream of vagrancy into other channels. Two passports only have been issued--one to a man who, with his children, left the workhouse to go to Hertford; the other, to a widower (and his children) to enable him to reach his native place, Hereford.
