The Global Environment Facility’s Capacity-building Initiative for Transparency (CBIT) supports developing countries to build institutional and technical capacities to meet the Enhanced Transparency Framework (ETF) requirements. This final evaluation assessed the first cluster of the FAO CBIT projects – national projects in Cambodia, Mongolia and Papua New Guinea, and the global “Agriculture, forestry and other land use” (AFOLU) project. Overall, the evaluation rated the performance of the national CBIT projects under this evaluation as “satisfactory” and that of the Global CBIT-AFOLU project as “highly satisfactory”. Considering the ongoing portfolio of CBIT projects, the evaluation made recommendations for future CBIT projects. Such as: to consider mechanisms and strategies to institutionalize individual learnings and internalize knowledge and practices within and between the ETF-responsible institutions, and to devise knowledge management plans that go beyond communication and information sharing and encompass a detailed analysis of good practices, lessons and mechanisms for institutionalization of knowledge.

Small and medium enterprise (SME) support programs are a common feature of industrial policy in developing countries, but one whose effectiveness is not well known. Governments are motivated to support SMEs both because they make up the majority of industrial enterprises and contribute substantially to GDP, employment and earnings, and because SMEs are thought to be weaker than their larger counterparts. Few governments, however, have evaluated their SME programs rigorously so there is little empirical basis for rational allocation of resources to the well performing programs. The paucity of empirical evidence from rigorous impact evaluations also presents problems for multi-lateral and bilateral donors in deciding whether or not to provide lending or aid for such policy interventions to promote SME development. This study rigorously evaluate SME programs in four Latin American countries to gain insights into which programs perform better than others, and just as important, why. These countries Mexico, Chile, Colombia and Peru cover a wide range of enterprise support programs, including training, innovation and technology upgrading, quality control, market development, export promotion and network formation. Broadly comparable panel data on enterprises is used to investigate the net impacts of these SME interventions.

The National Aerospace Initiative (NAI) was conceived as a joint effort between the Department of Defense (DOD) and the National Aeronautics and Space Administration (NASA) to sustain the aerospace leadership of the United States through the acceleration of selected aerospace technologies: hypersonic flight, access to space, and space technologies. Many coastal fisheries are poorly managed and overexploited, resulting in suboptimal yields and lost revenue, and damage to other species and habitats. The Coastal Fisheries Initiative (CFI) is a global effort between FAO and other development partners to address these issues in a holistic and integrated way. It aims to work at a practical level with selected fisheries and to facilitate a global exchange of experience and learning. The CFI comprises subsidiary regional projects in Indonesia, Latin America and West Africa, a sustainable investment support project, and a global partnership and coordination project. The mid-term evaluation of the global coordination project found that, while the initiative is extremely relevant, it has so far had limited impact of a strengthened global partnership. The evaluation recommended greater coordination between the subsidiary projects, a strengthened reporting structure and a project extension of up to two years.
