Since its inception and over the years, the EUISS has come to be appreciated for providing both practitioners and academics at all levels with regular yearly collections of official documents concerning, in particular, the early development and implementation of the Union's European Security and Defence Policy (ESDP). Those "core documents" soon became part and parcel of the toolbox of the still fledgling EU "security community". This Yearbook of European Security (YES) intends to build on that tradition while offering its readers a richer menu of food for thought. Alongside a collection of relevant documents, the Yearbook includes a chronology of pertinent facts and a selection of relevant figures that, taken together, are intended to present a more comprehensive picture of what the EU has done (and how) in the security policy domain over the previous year -- or years, as YES 2013 covers both 2011 and 2012. Furthermore, the Yearbook will offer mental maps. This year's map will cover the way in which (and the extent to which) governments across the world have developed "strategic" thinking, i.e. functions, activities and even permanent centres devoted to analysing long-term trends at the global level and their policy implications. A broad historical overview is complemented by a few case studies, a broad typology of models of foresight conducted in various countries, and some tentative conclusions.

"This book argues that, just as the "widening" of political problems across national boundaries due to globalization has led to profound shifts in how we understand, study, and approach governance across space, so too does their "lengthening" across time horizons require a fundamental shift in thinking and policy. Social scientists and policy-makers have yet to really appreciate the role that time can play, hampering our ability to find effective solutions. In this book, Thomas Hale explores the implications of "long problems"- those, like climate change, whose proximate causes and effects unfold over relatively long time periods -for politics and governance. Hale starts by defining long problems and then considers the three features that make these issues so challenging: institutional lag, the fact that future generations cannot advocate for their interests in the present, and the difficulty of acting early enough to make a difference. Tackling long problems requires solutions that address these challenges head on, and Hale presents interventions to address each, not just in the abstract but with copious examples of policies that have worked or have failed. The author also considers, more largely, how social science can best study long problems, outlining a research agenda that aims to shift the object of study from the past to the future. This book reviews the political significance of COVID-19 in the context of earlier pandemic encounters and scares to understand the ways in which it challenges the existing individual health, domestic order, international health governance actors, and, more fundamentally, the circulation-based modus operandi of the present world order. It argues that contagious diseases should be regarded as complex open-ended phenomena with various features and are not reducible merely to biology and epidemiology. They are, as such, fundamentally politosomatic, namely that they disrupt, agitate, and trigger large-scale processes because individual somatic-level anxieties stem from individuals’ sensing immediate danger through the networks of their local and global connectedness. The author further argues that pandemics have somatic effects in political expressions that transform the epidemic into national security dramas which should not, for the sake of efficient health governance, be treated as aspects extraneous to the disease itself. The book highlights that when a serious infectious disease spreads, a 'threat' is very often externalized into a culturally meaningful 'foreign' entity. Pandemics tend to be territorialized, nationalized, ethnicized, and racialized. This book will be of key interest to scholars and students of global health and governance, pandemic security, epidemics, history of medicine, geopolitics, international relations, and general readers interested in the COVID-19 pandemic.
