Pero el legislador estatal, soslayando de facto los problemas de fondo de la cuestión, ha optado por explorar la insólita e inédita vía legal de traspasar una obligación de naturaleza netamente privada a cuenta del erario público (Presupuestos Generales del Estado), con lo que parece haber dado un paso un tanto precip-itado y posiblemente en falso. Existe un muy amplio sector profesional y social preocupado y afectado por el futuro inmediato de la compensación equitativa privada en España, particu-larmente tras la entrada en vigor del Real Decreto 1657/2012, de 7 de diciembre, que tanta zozobra e inquietud ha causado, y cuyo recurso ante el Tribunal Supremo ha propiciado el planteamiento de una relevante cuestión prejudicial de éste ante el Tribunal de Justicia de la Unión Europea sobre la cuestión de fondo y, muy recientemente, la interposición de un recurso de inconstitucionalidad ante el Tribunal Constitucional abre nuevas esperanzas para solucionar definitivamente un problema que aún no está resuelto y que ha sido minuciosa-mente analizado e interpretado en la presente obra.

Latin America has been central to the main debates on development economics, ranging from the relationships between income inequality and economic growth, and the importance of geography versus institutions in development, to debates on the effects of trade, trade openness and protection on growth and income distribution. Despite increasing interest in the region there are few English language books on Latin American economics. This Handbook, organized into five parts, aims to fill this significant gap. Part I looks at long-term issues, including the institutional roots of Latin America's underdevelopment, the political economy of policy making, the rise, decline and re-emergence of alternative paradigms, and the environmental sustainability of the development pattern. Part II considers macroeconomic topics, including the management of capital account booms and busts, the evolution and performance of exchange rate regimes, the advances and challenges of monetary policies and financial development, and the major fiscal policy issues confronting the region, including a comparison of Latin American fiscal accounts with those of the OECD.
