The old vicious circle, that without expelling English rule you can construct nothing, and that in order to expel it you must construct something, can only be solved by aiming to do both together. It would be a sounder and a nobler thing to fight for a Roisin Dubh of flesh and blood whom we can clearly visualise than for a will-o'-the-wisp, a phantom clothed in a tricolor of whom we do not know whether she may turn out a beautiful queen or a hide ous grinning monster or worst of all perhaps a colourless and vapid suburban lady. Reconstruction for us must mean more than grants i-n aid and salaries to innumerable fat Controllers, or a discreet burying of the Labour tomahawk. In Ireland we must have not alone a reconstruction of industry, we must not alone disguise Tweedledum as a benevolent Tweedledee in economics and. It is understood that Government is likely to bring forward a measure opposed to the recommendations of the Report of the majority of the Commissioners. The passage of such a measure can scarcely happen if the Report does but obtain due and timely attention from the members of the Legislature, as it assuredly could not be proposed, under the guidance of Mr. Stephens, by any Ministers who had fairly collated the statements of his "Letter to Sir George Grey" with the evidence and the Report which is grounded upon it. Yet it is only too possible that the bigotry, cupidity, tyranny, and craft of a small section of Irish society may obtain an advantage over the better will, mind, and intent of the majority of the friends of Ireland - over the aims of the founders of trusts - and over the educational interests of the great middle classes, if instant care be not taken to do justice to the old Endowments. Excerpt from The System of National Education in Ireland, Its Principle and Practice The object of these pages may be briefly stated. It is not, I entreat the public to understand, the exposure of Mr. Carlile, or of any of the Commissioners of the Board of National Education. That object would never have induced me to take up the pen. The conduct of the Commissioners is a matter quite incidental to the question, and on which, if I could have avoided it, I should have been glad to pronounce no opinion. My object was the exposure of the system, and of that system the Commissioners form but a small part. The evil lies in the machine, not in the men who work it. They of course become implicated by their position, but if they were changed again and again, the mischief would remain unmitigated. That evil lies in uniting together men of opposite religious opinions, and committing to them the superintendence of popular education. That is the inherent vice of the system, and wherever that vice is repeated, the same results will appear. It is all the more necessary to bring this before the public at the present time, that an attempt is made to infuse the venom of this system both into England and Scotland. A struggle has commenced; and with the same party, a struggle to establish Liberalism in education. Liberalism in religion (or the Voluntary System), has for some years been obtruded upon us. Excerpt from University Education in Ireland A Motion, made by an Irish Member at the close of the last Parliamentary session, which received little and rather slighting notice at the time, has raised some issues, both practical and theoretical, in the province of education, of very grave importance. The motion was a demand for a Charter for a Roman Catholic College established some twelve years ago in Dublin, and commonly known as "The Catholic University," though hitherto without the power of granting degrees. It was met on the part of the Government by a counter proposal, to the effect, that, instead of constituting a new university in Ireland by the grant of a charter, the Catholic establishment should be affiliated as a distinct college to one of the universities which now exist, to wit, the Queen's. This compromise was eagerly embraced by the mover, and in general by the representatives of the Catholic party in Parliament, Mr. Hennessy being the single dissentient. The precise form which the Government scheme is destined to take is not yet known; but it has been shadowed forth in a series of announcements which purport to be authoritative, and which - as they proceed from the section of Catholics whom the concession is designed to conciliate, and who have certainly through their leaders been in communication with the Government - may be assumed to embody, with more or less exactness, the principal features of the pending arrangement; and the prospect has elicited a discussion which at all events exhibits very clearly the hopes and the fears of the supporters and the opponents of the proposed change.
