The study assesses the preliminary technical, economic, and institutional feasibility of district heating systems achieved by retrofitting existing utility power plants in three Wisconsin cities: Green Bay, Janesville/Beloit, and Madison. The overall approach consists of surveying the State of Wisconsin to identify all existing intermediate and base-loaded electric-generating facilities. Once identified, screening criteria are developed to narrow the list to the three most promising sites. For each of the three sites, an extensive market analysis is performed to identify and characterize thermal loads and survey potential users on their views and concerns regarding the concept. Parallel to this effort, each of the three sites is evaluated on its technical and institutional merits. The technical evaluation centers on identifying and evaluating utility plant retrofit schemes and distribution system alternatives to service the identified thermal market. The institutional analysis evaluates potential barriers such as environmental, distribution system right-of-way, and legal issues within the infrastructure of the state, city, and community. Finally, all previous aspects of the analysis are combined to determine the economic viability of each site. It is concluded that Green Bay is the most promising site.

The technical-economic feasibility and environmental acceptability of a district heating and cooling system serving communities by retrofit of existing intermediate and base-load electric generating stations was studied. The study area was a densely populated area of New Jersey not being served by district heating. A range of powyr plant retrofit concepts were examined. Conceptual designs for retrofitting power plants for cogenerative operation (electricity and district heating/cooling) were developed. Innovative adaptations of existing technology were investigated that could make delivery of thermal services from central stations a reasonable investment for private capital. A market analysis was conducted to establish the extent and nature of the potyntial heating and cooling loads which are technically available within the proposed project areas. Potential for growth in thermal energy requirements was projected for each type of end-use consumer for periods ranging from 5 to 20 y beyond the study period. It was concluded from the phase I study that district heating/cooling has a market potential in areas with high density thermal loads; district heating offers greater near-term potential than cooling; hot water distribution systems would be best for heat transmission; the economics are marginally favorable; no legal, regulatory, nor environmental obstacles were found; and a more detailed study is justified.

The potential for district heating was examined in terms of a total (regional) system and two subsystems of overlapping scales. The basis of the economic analysis of district heating was that the utility's electric and gas customers would not be economically burdened by the implementation of district heating, and that any incremental costs due to district heating (e.g. district heating capital and operating costs, replacement electric power, abandonment of unamortized gas mains) would be charged to district heating customers.

In Task 7, Proposal for Further Work, it is concluded that the combination of the Acme Station, a coal-fired station, and the downtown Toledo area will serve as a successful Demonstration Project. The existing steam system can serve as an excellent base from which various expansion plans can be derived. Replacing the steam system with a coal-fired cogeneration source provides an excellent opportunity for scarce fuel savings. The engineering consultant recommended the installation of a back-pressure turbine as the best method of obtaining cogeneration steam. Task 7 concludes with the site-specific Scope of Work to address the requirements of Phases 2 and 3. Approval is being sought for both phases. Letters of cooperation and commitment are displayed in Task 8. A detailed work management plan is described in Task 9. Information on the demonstration team members is included.

This final report of Phase I of the study presents Task 4, Technical Review and Assessment. The most-promising district-heating concept identified in the Phase I study for the Public Service Electric and Gas Company, Newark, New Jersey, is a hot-water system in which steam is extracted from an existing turbine and used to drive a new, small backpressure turbine-generator. The backpressure turbine provides heat for district heating and simultaneously provides additional electric-generating capacity to partially offset the capacity lost due to the steam extraction. This approach is the most-economical way to retrofit the stations studied for district heating while minimizing electric-capacity loss. Nine fossil-fuel-fired stations within the PSE and G system were evaluated for possibly supplying heat for district heating and cooling in cogeneration operations, but only three were selected to supply the district-heating steam. They are Essex, Hudson, and Bergen. Plant retrofit, thermal distribution schemes, consumer-conversion scheme, and consumer-metering system are discussed. Extensive technical information is provided in 16 appendices, additional tables, figures, and drawings. (MCW).
