Kinshasa is sub-Saharan Africa‘s second largest city. The seven million Congolese who live there have a rich reputation for the courageous and innovative ways in which they survive in a harsh urban environment. They have created new social institutions, practices, networks and ways of living to deal with the collapse of public provision and a malfunctioning political system. This book describes how ordinary people, in the absence of formal sector jobs, hustle for a modest living; the famous ‘bargaining‘ system ordinary Kinois have developed; and how they access food, water supplies, health and education. The NGO-ization of service provision is analysed, as is the quite rare incidence of urban riots. The contributors also look at popular discourses, including street rumor, witchcraft, and attitudes to ‘big men‘ such as musicians and preachers. Although international development discourse considers the state as a crucial development actor, there remains a significant discrepancy between the official norms of the state and public services and the actual practices of political elites and civil servants. This text interrogates the variety of ways in which state policies and legal norms have been translated into the set of practical norms which make up real governance in sub-Saharan Africa. It argues that the concept of practical norms is an appropriate tool for an ethnographic investigation of public bureaucracies, interactions between civil servants and users, and the daily functioning of the state in Africa. It demonstrates that practical norms are usually different from official norms, complementing, bypassing and even contradicting them. In addition, it explores the positive and negative effects of different aspects of this ‘real governance’. The Trouble with the Congo suggests a new explanation for international peacebuilding failures in civil wars. Drawing from more than 330 interviews and a year and a half of field research, it develops a case study of the international intervention during the Democratic Republic of the Congo's unsuccessful transition from war to peace and democracy (2003-2006). Grassroots rivalries over land, resources, and political power motivated widespread violence. However, a dominant peacebuilding culture shaped the intervention strategy in a way that precluded action on local conflicts, ultimately dooming the international efforts to end the deadliest conflict since World War II. Most international actors interpreted continued fighting as the consequence of national and regional tensions alone. UN staff and diplomats viewed intervention at the macro levels as their only legitimate responsibility. The dominant culture constructed local peacebuilding as such an unimportant, unfamiliar, and unmanageable task that neither shocking events nor resistance from select individuals could convince international actors to reevaluate their understanding of violence and intervention.

This book contains a range of original studies on one of the major challenges in Africa today: the controversial role of youth in politics, conflict and rebellious movements. The issue is not only the drafting of child soldiers into insurgent armies or predatory militias, as in Somalia, Sierra Leone or Congo, but, more generally, that of the problematic insertion of large numbers of young people in the socio-economic and political order of post-colonial Africa. Even educated youths are being confronted with a lack of opportunities, blocked social mobility, and despair about the future. African youth, while forming a numerical majority, largely feel excluded from power, are socio-economically marginalized, thwarted in their ambitions, and have little access to representative positions or political power.
