This book deals with slums as a specific question and a central focus in urban planning. It radically reverses the official version of the history of world cities as narrated during decades: slums are not at the margin of the contemporary process of urbanization; they are an integral part of it. Taking slums as its central focus and regarding them as symptomatic of the ongoing transformations of the city, the book moves to the very heart of the problem in urban planning. The book presents 16 case studies that form the basis for a theory of the slum and a concrete development manual for the slum. The interdisciplinary approach to analysing slums presented in this volume enables researchers to look at social and economic dimensions as well as at the constructive and spatial aspects of slums. Both at the scientific and the pedagogical level, it allows one to recognize the efforts of the slum’s residents, key players in the past, and present development of their neighborhoods, and to challenge public and private stakeholders on priorities decided in urban planning, and their mismatches when compared to the findings of experts and the demands of users. Whether one is a planner, an architect, a developer or simply an inhabitant of an emerging city, the presence of slums in one’s environment – at the same time central and nonetheless incongruous – makes a person ask questions. Today, it is out of the question to be satisfied with the assumption of the marginality of slums, or of the incongruous nature of their existence. Slums are now fully part of the urban landscape, contributing to the identity and the urbanism of cities and their stakeholders.

À partir d’une approche plurielle du pouvoir, la thèse cherche à mettre en évidence comment, dans les organisations d’économie solidaire, il existe un espace pour les femmes qui leur permet de développer une estime de soi et une confiance en leurs capacités. La thèse démontre que ces organisations sont avant tout un lieu dans lequel les femmes peuvent acquérir une certaine autonomie et un pouvoir dans les différentes sphères de la société (familiale, socioculturelle, économique et politique), soit, un empoderamiento. Les femmes se transforment en actrices de changement capables de remettre en cause collectivement les rapports de genre – construction socioculturelle – dans leur organisation économique, dans leur famille et plus largement dans des espaces politiques. Il apparaît ainsi que l’empoderamiento est essentiel dans sa double dimension : celle du pouvoir individuel, c'est-à-dire la capacité de choisir et d’agir sur sa propre vie, et celle du pouvoir collectif, d’actions orientées vers des changements sociaux, économiques et politiques. L’identité des femmes se transforme mais non sans certaines différences entre elles ; nous sommes face à un bouleversement sociologique quant aux rôles des femmes et des hommes au sein de la famille et de la société. L’acquisition d’empoderamiento des femmes oblige à la recherche de nouveaux repères pour que l’autorité (le pouvoir) ne repose pas sur un seul genre mais sur les deux : c’est une question d’identité féminine et masculine. Pour aborder le processus d’empoderamiento à partir des « gens », la thèse s’appuie sur un travail de terrain dans les Andes, en Bolivie, sur une méthodologie participative. Les dirigeant-e-s des organisations d’économie populaire solidaire ont construit une grille d’analyse (reprenant les différentes dimensions de l’empoderamiento) qui a permis de tirer une interprétation originale des enquêtes de terrain. Elle a ainsi mis en évidence le processus d’empoderamiento chez les femmes vivant dans les Andes boliviennes et qui participent à des organisations d’économie solidaire (d’artisan-e-s et de paysans/nes).

Far from the vision of popular actors in the popular economy as reactionary and archaic, stubbornly resisting any move towards change, this book's overall aim is to contribute to a broadening and deepening of our understanding of the logic and socio-economic practices of those operating in the informal economy. It focuses on the vulnerabilities of these participants, resulting from high exposure to different risks combined with low social protection, and on the interactions between vulnerability and poverty. It considers security of livelihoods as the guiding principle for multiple practices in the informal economy. Thirteen studies, based on careful analyses of empirical data in different contexts in Africa, Latin America, and Asia, contribute to this multidisciplinary discussion. This book describes how people develop their own strategies to solve their problems through the use of interpersonal networks, associations, and other community-based arrangements. Moreover, it shows that informal economy actors systematically reposition themselves vis-à-vis the State, markets, international, and national policies with the aim of enhancing their economic and social security, and they may do this either individually or collectively. The book emphasizes how adaptability of the informal economy can be influenced by such factors as the macroeconomic context, access to financial, technological, and information resources, infrastructure, social protection schemes, and the institutional environment within which adaptations occur. Case studies stress the need to reformulate questions relating to policy intervention based on a more thorough understanding of the perspective of informal economy actors.
