In an introductory chapter and six speeches the former Vice-President of Indonesia stresses the importance of the formation of co-operatives. The speeches are directed to Indonesians, and in them the author expresses his view that co-operatives are the only way to build the national economy. The tables in the book give evidence as to how much the co-operative movement has grown, despite the tremendous handicaps of lack of capital, lack of experience, lack of leadership, and the general poverty of the people! Hatta envisions a classless society in which every man is both worker and manager in his co-operative, and he sees capitalistic enterprises as only temporary necessities in Indonesia-to do those jobs too big for the small co-operatives but not large enough to be government projects. This work should prove to be thought-provoking for economists and all who are interested in Indonesia's future.

IMMEDIAT OBJECTIVES: Institutions of the Cooperative Movement and the Department of Cooperatives capable of providing regular Cooperative Management Consultancy (CMC) services. Institutions involved in the women's cooperative development strengthened and capable of providing training and extension services to KUDs women members, women's cooperatives and informal groups operating in accordance with cooperative principles. Organisation, management and services of selected KUDs and women's organisations improved. FINDINGS: The promulgation of a new Cooperative Law created a strong basis for institutionalising CMC services. Although central government supported the project, inadequate linkages between the objectives created different priorities for implementation at the provincial level. While the project's main priority was the development of institutional capacities, they mostly favoured activites related to direct intervention in the KUDs. Lack of funds meant little solid government action had been taken in support of women's participation in cooperative development. The upgraded management system had boosted efficiency and improved business activities in the KUDs and in the women's cooperatives. RECOMMENDS: Clarification of roles and functions of KUDs at national, provincial and village levels and linkages established between the various levels in order to enable the distribution of required services to lower level cooperatives. Dept. of Cooperatives and Small Enterprises should provide support to CMC services and develop a training strategy. LESSONS LEARNED: Unless the roles and functions of the participating institutions are clearly defined from the beginning, different priorities will slow down implementation. Women's participation in cooperative development depends on the government translating commitment into concrete action by providing adequate human and financial resources.
