La fréquence des évènements naturels, l'augmentation du coût de la sinistralité et les conséquences socio-économiques affectant les particuliers et leurs biens sont autant d'indicateurs qui amènent les pouvoirs publics et la profession de l'assurance à s'orienter vers une meilleure connaissance de la vulnérabilité de l'habitat face au risque inondation ceci dans un contexte où la politique publique de prévention est en évolution. De par leur appartenance aux valeurs de l'économie sociale, les Mutuelles d'Assurance Niortaises, accompagnées des Collectivités Territoriales ont chargé un centre de recherche appliquée à la prévention des risques à la personne, CALYXIS, d'une étude prospective sur cette problématique.Cette thèse présente la démarche de conception d'un outil d'évaluation et s'interroge sur les modalités de déploiement et d'appropriation de ce dernier. La démarche présentée se positionne selon une " approche horizontale " du point de vue de la sphère publique et de la sphère privée et vise à répondre aux besoins de l'intérêt général en responsabilisant les particuliers à la prévention et en favorisant une " approche verticale ". Elle repose sur une méthode de conception d'un autodiagnostic permettant l'identification, la qualification et la réduction des vulnérabilités de l'habitat des particuliers aux inondations. Sur la base d'un apport de connaissances scientifiques et techniques d'experts en assurance complété d'enquêtes de terrain et d'une étude expérimentale des dossiers sinistres inondation CatNat, le travail de modélisation de notre objet d'étude a abouti à un inventaire de facteurs " intrinsèques " et " extrinsèques " pouvant aggraver ou diminuer les dommages à l'échelle micro-économique. La variabilité de ces indicateurs aide à établir des profils de vulnérabilité pour lesquels nous définissons des plans d'actions. Cette démarche doit renforcer d'une part, le positionnement du particulier dans la gestion du risque inondation et d'autre part le positionnement des pouvoirs publics et de la profession de l'assurance dans leur intégration de nouvelles connaissances et leur participation à l'orientation des changements en cours.

The European DayWater project has developed a prototype of an Adaptive Decision Support System (ADSS) related to urban stormwater pollution source control. The DayWater ADSS greatly facilitates decision-making for stormwater source control, which is currently impeded by the large number of stakeholders involved and by the necessary multidisciplinary knowledge. This book presents the results of this project, providing new insights into both technical and management issues. The main objectives of its technical chapters are pollution source control modelling, risk and impact assessment, and evaluation and comparison of best management practices.
