Chief Justice John Marshall argued that a constitution "requires that only its great outlines should be marked [and] its important objects designated." Ours is "intended to endure for ages to come, and consequently, to be adapted to the various crises of human affairs." In recent years, Marshall's great truths have been challenged by proponents of originalism and strict construction. Such legal thinkers as Supreme Court Justice Antonin Scalia argue that the Constitution must be construed and applied as it was when the Framers wrote it. In Keeping Faith with the Constitution, three legal authorities make the case for Marshall's vision. They describe their approach as "constitutional fidelity"--not to how the Framers would have applied the Constitution, but to the text and principles of the Constitution itself. Nearly half a century after the fighting stopped, the 1953 Armistice has yet to be replaced with a peace treaty formally ending the Korean War. While Russia and China withdrew the last of their forces in 1958, the United States maintains 37,000 troops in South Korea and is pledged to defend it with nuclear weapons. In Korean Endgame, Selig Harrison mounts the first authoritative challenge to this long-standing U.S. policy. Harrison shows why North Korea is not--as many policymakers expect--about to collapse. And he explains why existing U.S. policies hamper North-South reconciliation and reunification. Assessing North Korean capabilities and the motivations that have led to its forward deployments, he spells out the arms control concessions by North Korea, South Korea, and the United States necessary to ease the dangers of confrontation, centering on reciprocal U.S. force redeployments and U.S. withdrawals in return for North Korean pullbacks from the thirty-eighth parallel.
