Ethical Considerations for Research on Housing-Related Health Hazards Involving Children explores the ethical issues posed when conducting research designed to identify, understand, or ameliorate housing-related health hazards among children. Such research involves children as subjects and is conducted in the home and in communities. It is often conducted with children in low-income families given the disproportionate prevalence of housing-related conditions such as lead poisoning, asthma, and fatal injuries among these children. This book emphasizes five key elements to address the particular ethical concerns raised by these characteristics: involving the affected community in the research and responding to their concerns; ensuring that parents understand the essential elements of the research; adopting uniform federal guidelines for such research by all sponsors (Subpart D of 45 CFR 46); providing guidance on key terms in the regulations; and viewing research oversight as a system with important roles for researchers, IRBs and their research institutions, sponsors and regulators of research, and the community.

In recent years, the rapidly growing field of community participation has promised to give people formerly excluded from decision making an influential voice about issues that affect their lives. Inclusive processes implemented in the United States and internationally have certainly given community members new opportunities to participate and be involved, but how effective are these processes in promoting the voice and influence of the people who have historically been excluded the most--the poorest, least educated, and most marginalized residents in communities? Of the various participants who have "a seat at the table," whose voices are influential, whose aren't, and why? This book summarizes how five community partnerships, working with a team of researchers, attempted to answer these critical questions. Investigating 10 cases--two from each community partnership--the study tracks the ideas of everyone involved and reveals how and why the ideas of marginalized and ordinary residents were far less likely to be influential than those of people with more clout, resources, or acknowledged expertise. Finally, the authors explain how and why these influence inequities can be overcome, providing readers with practical, evidence-based tools to help them do so. Drawing on a growing consensus about the importance of community representation and participation for ethical research, community engagement has become a central component of scientific research, policy-making, ethical review, and technology design. The diversity of actors involved in large-scale global health research collaborations and the broader ‘background conditions’ of global inequality and injustice that frame the field have led some researchers, funders, and policy-makers to conclude that community engagement is nothing less than a moral imperative in global health research. Rather than taking community engagement as a given, the contributions in this edited volume highlight how processes of community engagement are shaped by particular local histories and social and political dynamics, and by the complex social relations between different actors involved in global public health research. The Sustainable Development Goals (SDGs) (2016-2030) set by the United Nations in 2015 restated the importance of universal primary education for all, and specifically discuss quality, equity, and inclusion in basic education.
