This study examines current US command and control doctrine for the division rear battle as presented in FM 90-14, Rear Battle. The adequacy of current division rear battle command and control doctrine is analyzed within the context of the AirLand Battlefield in light of the historical experiences of US armored divisions in World War II. The primary conclusion is that the principle of unity of effort, which FM 90-14 suggests is necessary in conducting the rear battle, and which was a critical factor in the successful conduct of the rear battle by US armored divisions in World War II, is missing in our current doctrine. The attempt by our current doctrine to integrate the division's rear security effort across organizational and functional boundaries is unrealistic. This has resulted in the establishment of confusing and redundant command and staff relationships involving, among others, the RAOC, G3, and rear battle officer. The primacy of command rather than control must be restored in our rear battle doctrine. In this regard, what is needed is a rear brigade equivalent commander along with his own headquarters and staff, analogous to the armored division trains commander of World War II. (Author).

This monograph examines the adequacy of the current rear operations command and control doctrine at theater army level that is contained in FM 90-14, Rear Battle. Specifically, this study seeks to determine if the TAACOM commander is the best choice to command the theater army rear fight (as stipulated in the doctrine) or if there is a need for a separate Rear Operations officer and staff at this echelon. The German Army rear security command and control structures used in World War II during the Russian Campaign are examined in detail. From this experience the Wehrmacht gleaned four rear operations command and control lessons that serve as a frame work for analysis and comparison with our current doctrine.

With the publication of Field Circular 100-16-1, Theater Army, Army Group, and Field Army Operations, the U.S. Army has explicitly recognized the need to develop doctrine and organizations at the Field Army and Army Group level to provide command and control for the operational level of war. The extant literature and doctrine for command and control at the division level and below is extensive. However, very little material exists on the subject of command and control at the operational level of war, particularly with regard to the execution of the AirLand Battle doctrine. Historically, World War II provides a wealth of well documented material on Field Army and Army Group operations by the American, German, and Soviet Armies. Research was conducted into the experiences of those three armies with particular emphasis being placed on the exercise of command and control at the corps through army group level. An analytical model was developed that facilitated the process. Results of the historical examination were then extrapolated forward into the doctrinal environment of AirLand Battle to illuminate command and control issues at the operational level.

The U.S. Army currently has a minimum of eight different field manuals that address the operational and organizational concepts for the conduct of the rear battle. A matrix of responsibilities associated with this battle, as outlined in the various field manuals, and included in this essay, clearly depicts the rear battle's state of ambiguity with respect to command and control and the 0 & O concept. This student essay examines four major deficiencies with current and emerging rear battle doctrine and proposed alternatives to these deficiencies based upon the results of a study conducted by the VII US Corps in USAREUR commencing in January 1984. The major deficiencies examined include command and control, the role and responsibilities of the Rear Area Operations Center (RAOC), the base and base cluster defense concept, and the combat support and combat service support units' lack of providing sufficient fire power for self-defense. It is the intent of this essay to demonstrate that our current and emerging rear battle doctrine is both inadequate and in some cases contradictory. Furthermore, based upon the criticality of the threat, the rear battle doctrine deficiencies require immediate commitment by the Army for resolution, as the lack of concentration and resolve of these deficiencies could prove costly in any future conflict with the Soviet Union.
