Excerpt from China's New Constitution and International Problems For example, on pp. 124-125, the remarks on the individuality Of the new Chinese Constitution may be revised to read that the appointment of the Chief Justice of the Supreme Court with the approval of the Senate occurs also in the American Constitution; that the United States vice-president is not a member of the Senate, although he is its presiding officer; and that the appointment of the Premier with the approva of the House of Representatives has a somewhat closely resembling precedent in the British Constitution. Book Description
Excerpt from China's New Constitution and International Problems In their original dress the following chapters first appeared in the China Press, the defunct Peking Gazette, etc. Acting upon the advice of numerous friends who are good enough to consider that the same should be preserved for the public in a more accessible and permanent form than* being tucked away in the various newspaper files extending over seven months, they are now collated together in a book form. With the exception of a few verbal changes, here and there, no serious attempt has been made to add or subtract anything from the original text. Thus Part II on Diplomatic Relations between China and the Powers since and concerning the European War remains as it was first published, it being thought that the events posterior to the formal declaration of war between this country and the Central Powers may be more conveniently dealt with in their composite character on a future occasion or by other abler pens. The papers were written between the spare hours of daily classroom work from December, 1916, to July, 1917, as Lecturer on International Law, when opportunities for exhaustive checking or verification of all available data or references were limited. Book Description
"This is the first systematic analysis of the constitutional, legal, economic, social and political systems of Hong Kong as a special administrative region of China. It examines the Basic Law against its historical and socio-economic contexts, including its international and domestic foundations, and the loss and the resumption of sovereignty by China. The author offers a conceptualization of the Basic Law and locates it within China's constitutional, political and legal systems. The book explores the balance as well as the tensions between the autonomy of Hong Kong and the sovereignty of China, which are aggravated by the necessity to accommodate contrasting economic and political systems. It also identifies key legal and political problems that are likely to arise in implementing the Basic Law and suggests an approach to its interpretation." "The Basic Law provides a fascinating example of the interaction of widely different traditions of law, politics and economy, and a novel system of autonomy. Its study is therefore of great interest to scholars of comparative law and politics."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc. All Rights Reserved

Book Description
How can we make sense of human rights in China's authoritarian Party-State system? Eva Pils offers a nuanced account of this contentious area, examining human rights as a set of social practices. Drawing on a wide range of resources including years of interaction with Chinese human rights defenders, Pils discusses what gives rise to systematic human rights violations, what institutional avenues of protection are available, and how social practices of human rights defence have evolved. Three central areas are addressed: liberty and integrity of the person; freedom of thought and expression; and inequality and socio-economic rights. Pils argues that the Party-State system is inherently opposed to human rights principles in all these areas, and that – contributing to a global trend – it is becoming more repressive. Yet, despite authoritarianism's lengthening shadows, China’s human rights movement has so far proved resourceful and resilient. The trajectories discussed here will continue to shape the struggle for human rights in China and beyond its borders.

Book Description
This book analyzes the possibilities for effective global governance of science in Europe, India and China. Authors from the three regions join forces to explore how ethical concerns over new technologies can be incorporated into global science and technology policies. The first chapter introduces the topic, offering a global perspective on embedding ethics in science and technology policy. Chapter Two compares the institutionalization of ethical debates in science, technology and innovation policy in three important regions: Europe, India and China. The third chapter explores public perceptions of science and technology in these same three regions. Chapter Four discusses public engagement in the governance of science and technology, and Chapter Five reviews science and technology governance and European values. The sixth chapter describes and analyzes values demonstrated in the constitution of the People’s Republic of China. Chapter Seven describes emerging evidence from India on the uses of science and technology for socio-economic development, and the quest for inclusive growth. In Chapter Eight, the authors propose a comparative framework for studying global ethics in science and technology. The following three chapters offer case studies and analysis of three emerging industries in India, China and Europe: new food technologies, nanotechnology and synthetic biology. Chapter 12 gathers all these threads for a comprehensive discussion on incorporating ethics into science and technology policy. The analysis is undertaken against the backdrop of different value systems and varying levels of public perception of risks and benefits. The book introduces a common analytical framework for the comparative discussion of ethics at the international level. The authors offer policy recommendations for effective collaboration among the three regions, to promote responsible governance in science and technology and a common analytical perspective in ethics.
