Book Description
The peace and security partnership under the JAES has three goals: improving political dialogue; developing African Union (AU) security institutions - known as the African Peace and Security Architecture (APSA); and funding African-led peace-support operations. [...] EU-African dialogue on peace and security has advanced at an official level (although less so at the political level), for example through regular joint meetings of the political and security committees of both the EU and the AU. [...] Most importantly, the EU-Africa security partnership has received substantial European funding, with over €1 billion channelled through the African Peace Facility (APF) - a dedicated financing mechanism to support the peace and security activities of the AU and sub-regional organisations, including the APSA architecture -since 2004. [...] In particular, the 2011 Libya crisis created a significant rift between the AU and EU, as military action led by France, the UK and the US ignored the AU's efforts to establish a roadmap for Gadaffi to step down. [...] Furthermore, APSA's effectiveness is hindered by ongoing rivalries over leadership and legitimacy between the AU and some of the stronger regional bodies, as seen in the case of the Economic Community of West African States (ECOWAS) in Mali.

Book Description
" Fostering a transatlantic renaissance to salvage the Western alliance Is the Western alliance, which brought together the United States and Europe after World War II, in an inevitable state of decline, and if so, can anything be done to repair it? There seems little doubt that fragmentation of the Western alliance was under way even before Donald Trump's unorthodox policymaking broadened the schism. Opinions differ as to the next step, however, with some taking the current divisions as a given and advocating the creation of a new group of like-minded democracies that would exclude the United States, while others seek to exploit the rift in hopes of furthering their own nationalistic ambitions for a postliberal world. The authors outline a “transatlantic renaissance,” in which U.S. and European leaders would work together to craft a new Atlantic Charter that would restore the liberal objectives that animated the Western alliance for more than seven decades. Modernizing institutional relationships across the Atlantic should help both the United States and Europe address common challenges jointly and improve burdensharing. The world needs a vibrant and energetic West to protect fundamental values from illiberal forces, both internal and external. "

Book Description
As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.

Book Description
After the end of the Cold War and a failed mission in Somalia, the US decided to wash its hands of major military operations in Africa. Within the past few years, however, strategic interests in the region have grown, based largely on the threat of international terrorist group activities there. In 2007, the Bush Administration created a new military presence in Africa, AFRICOM (United States Africa Command), professed to be based not on occupying military or fixed bases, but rather on capacity building for and collaboration with African security forces. Some see AFRICOM as the answer to an African security system crippled by a lack of resources, widespread politicization and institutional weakness. Others claim the program is nothing more than a characteristic attempt by the US to secure its own interests in the region without regard to the actual needs of Africans. A variety of viewpoints on the debate, both from the US and Africa, come together in this collection to examine the objectives and activities of AFRICOM. The result provides the reader with a well-rounded picture of longstanding security challenges in Africa and what might be done to address them. -- Back cover.

Book Description
How Europe can hit the “reset” button after years of failed responses to North African turmoil The ongoing upheaval in North Africa has presented many challenges to Europe, which previously had been comfortable with the status quo of authoritarian leadership in much of the region. Now in its ninth year, the turmoil has forced European leaders to rethink their approaches to the region, based on the now-obvious reality that the brief hopes of early 2011 for the spread of democracy and economic progress will not be fulfilled anytime soon. In this book, experts from Europe, the United States, and the Middle East discuss what has happened since the so-called “Arab Spring” emerged and how those often-bewildering events have affected both North Africa and the European states across the Mediterranean. The book is based on papers presented at a March 2018 conference sponsored by the South Mediterranean Regional Program of the Konrad Adenauer Stiftung. Chapters focus on events in Algeria, Egypt, Libya, Morocco, and Tunisia—and offer ideas for how the European Union can adopt fresh approaches to the region, moving beyond its frequently uncertain and shifting responses of recent years.

Book Description
'From Rivalry to Partnership' is the first to study a potentially valuable way forward in tackling the challenges of Africa, namely bilateral partnerships. The book evaluates the significance and strength of the emerging Anglo-French partnership and explores how far this and other forms of 'bilateral' and 'bi-multi' cooperation might serve as a valuable alternative or complement to traditional unilateral and multilateral approaches in Africa. Practitioners, established academic experts as well emerging scholars in the field bring to bear a sophisticated synthesis of neoclassical realism and 'discursive institutionalism' and findings from over 100 research interviews to explore how joint approaches and bilateral partnerships have been used to address the challenges of Africa. In developing this argument, the editors explore: * Anglo-French cooperation in Africa * other bilateral partnerships in Africa, notably the Nordic states and the US * the Africa-EU Strategic Partnership * the China-Africa partnership and its implications for the EU-Africa partnership and for leading European states Written in a clear and accessible style, 'From Rivalry to Partnership' offers a much needed fresh insight into whether and how bilateral partnerships make a real difference to people's lives on the African continent.'

Book Description
This accessible new textbook situates the European Union in a dramatically changed world order. Resisting a more traditional and abstract introduction to the institutions, structures and policy making processes of the EU, this innovative new text cuts through the jargon to demonstrate how hard the EU must work to retain its international influence. Taking into account the latest empirical developments, including the spread of war and violence in the East with Ukraine and the ongoing turbulent politics of North Africa and the Middle East, Richard Youngs – an expert in the field – introduces us to how the EU has been forced to act differently. The book is unique in offering an outside-in conceptual framework that inverts the way that the EU external action is studied and understood. It unpacks the different international challenges the EU has faced in recent years, including the weakening of global order, the need for more protective security, geo-economic competition, climate change and conflicts to its east and south. In each case the book examines how the EU has responded and how its core international identity has changed as a result, assessing whether the Union still retains strong global influence. This book is the ideal companion for students taking modules on the European Union's foreign policy, global politics, and for students of European Union Politics more broadly at both undergraduate and postgraduate levels.
