The Commission was provided by law to confer with officials of other states for the purpose of agreeing upon, establishing, and maintaining fair, equitable and satisfactory reciprocal agreements and plans for the movement of motor vehicles between states, or in lieu of agreements to make declarations for the same purpose; to engage in any conference with officials of any and all other states that in its judgment would be in the best interest of the state of Kansas and the citizens thereof; to enter into reciprocal contracts and agreements as the Commission may deem proper and expedient, fair and equitable to this state or the citizens thereof, with the proper authorities of the adjoining states, or any or all of the states, regulating the use of motor vehicles on the highways of this state belonging to and owned or operated on such highways by citizens of such other slates, in consideration of the granting of such other state to this state, or to the citizens thereof, a like privilege while operating a motor vehicle in such other states; to confer, advise with, and enter into such reciprocity contracts as it may deem proper, expedient, fair and equitable to this state or the citizens thereof with legislative bodies, commissions, boards, or officials duly authorized and empowered by the law of any other state with a view to promoting and establishing such fair, just and equitable reciprocity agreements for the licensing, movement, taxing, registration, regulating and fees to be charged therefor of motor vehicles owned and licensed in this state and operated on the highways of some other state, and those owned and licensed in such other state and operated on the highways of this state; and make biennial report to the legislature. In addition, the Commission holds hearings concerning motor vehicle reciprocity problems, members attend conferences sponsored by state officials relating to motor vehicle reciprocity, and drafts and negotiates motor vehicle reciprocity agreements. This Commission was abolished on July 1, 1973, and at that time the Director of Vehicles of the Department of Revenue assumed the powers, duties and functions of the Commission.

Book Description
In 1966 the Legislature, recognizing a need for improvement in its services and physical facilities, directed the legislative council to conduct a study and report recommendations for legislative improvements to the 1967 session. Among the subsequent recommendations was a proposal that a special joint committee be created to study and make recommendations on improvements concerning legislative facilities, both short- and long-range. The Joint Committee on Legislative Services and Facilities was created by statute in 1971 as an adjunct of the Legislative Coordinating Council. It was a successor agency to the Joint Committee on Legislative Services and Facilities created in 1969 to provide services and facilities to the Legislature. A primary function of the Joint Committee was to make studies and provide reports with recommendations to the Legislature concerning facilities and services, and the organization and operation of the Legislature. The Joint Committee reported to and conducted its work subject to the direction and supervision of the Council. The Division of Legislative Administrative Services was created in 1975 as a successor agency to the Joint Committee on Legislative Services and Facilities. The major function of the Division is to provide services and facilities to the legislature and to provide a central contact point for the public. The Division mails notices of interim legislative committee meetings, as well as standing committee agenda during the session and has minutes of all legislative committee meetings on file. During legislative sessions the Division mails a copy of every bill, resolution, calendar and journal, printed by order of either house, at fees established by the Council, to anyone requesting such service.
