This sixth annual study focuses on the effects of globalization on developing countries and the growing divide between fast and slow- integrating economies. It describes current trends in integration and answers key questions on trade and on commodity-reliant economies. The book examines two questions in particular detail: Will trade liberalization work? The report argues that countries that embark on trade liberalization in the current environment are likely to be rewarded and recognizes that genuine adjustment costs exist and that complementary reforms are important. How can commodity-reliant countries enhance productivity and diversify exports? Although many of these countries have been among the high growth, fast integrators, many others have been poor performers. Successful exporters are characterized by high productivity in existing commodity sectors, the capacity to diversify to non-traditional commodity exports, and the maintenance of economic stability. The report projects continued rapid acceleration of integration over the next decade, with moderate import growth in the developed countries and continued sharp import increases in developing countries. Those countries that continue to reform their economies and expand their participation in the world economy will be in a position to take advantage of the resulting opportunities; those that do not, risk falling further behind.

Records may be maintained but they are not complete, or accurate, or comparable. The research summarized in this report reaffirms the importance of this sector to the economies and societies of the Pacific island countries. The research reveals that the full value of fisheries is likely to have eluded statisticians, and therefore fisheries authorities, government decision makers, and donors. But its value has never escaped the fisher, fish trader, and fish processor. The difference in appreciation between public and private individuals must raise the question of whether fisheries are receiving adequate attention from the public sector---including the necessary management and protection, appropriate research, development, extension and training, and sufficient investment.

Atoll Island States exist on top of what is perceived to be one of the planet's most vulnerable ecosystems: atolls. It has been predicted that an increase in the pace of sea level rise brought about by increasing greenhouse gas concentrations in the atmosphere will cause them to disappear, forcing their inhabitants to migrate. The present book represents a multidisciplinary legal and engineering perspective on this problem, challenging some common misconceptions regarding atolls and their vulnerability to sea-level rise. Coral islands have survived past changes in sea levels, and it is the survival of coral reefs what will be crucial for their continued existence. These islands are important for their inhabitants as they represent not only their ancestral agricultural lands and heritage, but also a source of revenue through the exploitation of the maritime areas associated with them. However, even if faced with extreme climate change, it could theoretically be possible for the richer Atoll Island States to engineer ways to prevent their main islands from disappearing, though sadly not all will have the required financial resources to do so. As islands become progressively uninhabitable their residents will be forced to settle in foreign lands, and could become stateless if the Atoll Island State ceases to be recognized as a sovereign country. However, rather than tackling this problem by entering into lengthy negotiations over new treaties, more practical solutions, encompassing bilateral negotiations or the possibility of acquiring small new territories, should be explored. This would make it possible for Atoll Island States in the future to keep some sort of international sovereign personality, which could benefit the descendents of its present day inhabitants.

No wonder kinship is the foundation of atoll societies, traditional and modern! This book presents a multidisciplinary, retrospective analysis of a Pacific Atoll People living in several countries but held together as a diaspora through notions of kinship.The People have ancestral, cultural, social and continuing residential connections with Nikunau Atoll, at the center of the Pacific Ocean and once a Cinderella of the British Empire. The analysis explicates their present diasporic circumstances and the pathways through which these arose historically. The intention is to provide a basis for better prospects for succeeding generations from a critical, better-informed standpoint.The analysis relies on the partisan stance of the author, whose kinship ties with I-Nikunau (= people who identify with Nikunau) are affinal, and his 30-year immersion among the People in question. In addition, a large quantity of literature sources and other secondary data are woven into the analysis, as situations and events are grappled with, articulated, interpreted, and written into the book.The circumstances are analyzed under 14 themes, namely, geographical, demographical, economic, environmental, cultural, societal, etc. The analysis should stir the waters of recent research about Nikunau and Kiribati, much of it concerned with environmental changes making uninhabitable Nikunau, Tarawa, and other atolls where I-Nikunau reside, and imagining their resettlement on higher ground, for example, New Zealand, where several diasporic communities exist already.This recent research refers frequently to the social, cultural and economic matters covered in this book, indicating how relevant and important these matters are to the future of I-Nikunau and I-Kiribati. This work on economic development strategies and policy options for the Pacific Island economies is a regional overview that examines the growth performance of World Bank Pacific Island member countries (PMCs): Fiji, Kiribati, Solomon Islands, Tonga, Vanuatu and Western Samoa. It develops a framework for achieving higher rates of growth in the 1990s. The six member countries have achieved relatively high living standards in the face of many constraints. There was, however, a significant decline in per capita income. The sluggish growth and poor economic performance stands in sharp contrast to the GNP growth of comparable countries in the Carribean. The PMCs benefitted from high levels of foreign assistance. Massive aid flows enabled them to cover their domestic resource gaps and maintain high investment levels relative to GDP. Most investments in the 1980s concentrated on building physical infrastructure and on human resource development. There has been an inability to stimulate private investment in productive sectors. The PMCs need to develop new sources of growth. To restore sustained growth, there needs to be greater private sector participation in investment and in economic affairs. Efficient use of private investment will hinge on the capacity of entrepreneurs to identify and exploit the profitable niches. Expanding exports and services catering to the world market shows the most promise. The future role of development assistance in these growth processes is examined.

The primary objective of this report is to present solid empirical evidence of hardship, vulnerability to shocks, and risk management in the Pacific region. The report is primarily a stocktaking exercise that brings together existing evidence and new analysis of available data using a consistent framework. As such, it is a complement to the studies that analyze the macroeconomic context of the Pacific or that analyze rich subnational data. The purpose of building this solid evidentiary base is to catalyze needed future work, including new data collection, rather than to provide the final answer to any of the important questions addressed in the report.
