'Global Monitoring Report 2008', the fifth in an annual series, is essential reading for those who wish to follow the global development agenda and debate in 2008. The year marks the midpoint toward the 2015 deadline for achieving the Millennium Development Goals (MDGs). Article 226 EC is the central mechanism of enforcement in the EC Treaty, and has remained unchanged since the original Treaty of Rome. It provides the European Commission, as guardian of the Treaty, with a broad power of policing Member States’ conduct. Article 226 has been traditionally characterised as an arena of secretive negotiation focused on the sole function of effective enforcement. This study seeks to move beyond this approach by characterising Article 226 as a multi-functional mechanism within the Treaty. It does this by examining the central mechanism of enforcement through the normative lenses of legitimacy, good administration and good governance. Centralised Enforcement, Legitimacy and Good Governance in the EU is interdisciplinary in nature, examining law in its political context. It focuses on how the institutions interact and react to competing policy pressures, and explores the tensions that lie at the heart of legitimacy in the actions of public actors by engaging with concepts such as democracy, legitimacy and good administration. For almost fifty years, the Food Planning and Monitoring Unit (FPMU) of the Ministry of Food has played a role in policy analysis and planning related to the Public Foodgrain Distribution System (PFDS) and food policy in Bangladesh. Supported by a series of major donor-funded technical sup-port projects, this small unit has had major positive impacts on food policy reforms, as well as policy decisions on timing of PFDS imports, domestic procurement and distribution. And in the last dec-ade, the FPMU has played a lead role in formulation and monitoring of Country Investment Plans for Agriculture, Food Security and Nutrition. Thus, the FPMU provides support not only to the Ministry of Food, but nine other ministries, as well. This expanded mandate and the increased complexity of food and nutrition policy in Bangladesh suggest the need for an in-depth examination of the FPMU’s structure and performance. This diag-nostic study, based on a review of documents, interviews of FPMU staff and other government offi-cials, stakeholder consultations and synthesis of findings, assesses the organizational structure, management, technical performance (data management and direct support to food policy implemen-tation) and capacity strengthening needs to provide insights on how to further enhance the FPMU’s effectiveness.

As the impacts of anthropogenic activities increase in both magnitude and extent, biodiversity is coming under increasing pressure. Scientists and policy makers are frequently hampered by a lack of information on biological systems, particularly information relating to long-term trends. Such information is crucial to developing an understanding as to how biodiversity may respond to global environmental change. Knowledge gaps make it very difficult to develop effective policies and legislation to reduce and reverse biodiversity loss. This book explores the gap between global commitments to biodiversity conservation, and local action to track biodiversity change and implement conservation action. High profile international political commitments to improve biodiversity conservation, such as the targets set by the Convention on Biological Diversity, require innovative and rapid responses from both science and policy.
