This part of the book reviews the state of American airpower biography and autobiography. I have set certain parameters to define the boundaries of my discussion. I discuss biographies and autobiographies, anthologies, and oral histories of military officers who served in senior positions. Thus, although the stories of great aviators like Eddie Rickenbacker, Charles Lindbergh, and Chuck Yeager are important, those men did not command large forces either in combat or in peace; they had only a temporary effect on the development of strategy and doctrine. Similarly excluded are civilian political leaders and industrialists like Stuart Symington and Donald Douglas, even though they played key roles In their own spheres. What follows are the stories, some published, some not of America's greatest military airmen-some told by themselves, others by biographers. The order of presentation is roughly chronological, according to the time during which these men served. The fact that a surprising number of air luminaries do not appear here means that much work remains to be done.

Airpower is not widely understood. Even though it has come to play an increasingly important role in both peace and war, the basic concepts that define and govern airpower remain obscure to many people, even to professional military officers. US Air Force Forward Air Controllers (FACs) bridge the gap between air and land power. They operate in the grey area of the battlefield, serving as an aircrew who flies above the battlefield, spots the enemy, and relays targeting information to control close air support attacks by other faster aircraft. When done well, Air Force FACs are the fulcrum for successful employment of air power in support of ground forces. Charles Frederick Algernon Portal was born in Hungerford, England, in 1893. One of seven brothers, Portal developed a fierce competitive streak and a steely determination from an early age. Known by all who knew him as Peter, Portal enlisted in the Army at the outbreak of the First World War as a dispatch rider, being mentioned in General Frenchs very first dispatch. Portals abilities were quickly recognized, and he gained a commission in short order. It was in the air that Portal saw his future, and he subsequently transferred to the Royal Flying Corps, initially as an observer, before training as a pilot. In this latter role, Portal proved a courageous and instinctive leader, garnering the rare accolade of a DSO and Bar for his wartime service. His meteoric rise continued in the inter-war period, and when Hitlers forces invaded Poland, Portal had already ascended to the Air Force Board. He then took the RAFs top command post at Bomber Command during the battles of France and Britain, before replacing Cyril Newall as Chief of Air Staff, aged just 47, in October 1940. Charles Portal was, in General Eisenhowers words, Britains greatest wartime leader, including Churchill. Portal was a strategist, a diplomat and an outstanding leader of the RAF in the Second World War. He built productive and enduring relationships with the most powerful Allied leaders some of which, including Churchill, Bomber Harris, and Hap Arnold, are explored here. Portal helped direct the UKs strategy from the darkest days of 1940 through to Allied victory in 1945. He never lost his calm, even under the most extreme pressure, and approached the war with a cool logic that defied the chaos of the day. Proper doctrine for close support of American ground forces by airpower has been a tumultuous issue since the first days of combat aircraft. Air and ground leaders struggled with interservice rivalry, parochialism, employment paradigms, and technological roadblocks while seeking the optimum balance of missions given the unique speed, range, and flexibility of aircraft. Neither ground force concepts of airpower as self-defense and extended organic artillery, nor air force theories focused on command of the air and strategic attack fit the middle ground of close air support (CAS), leaving a doctrinal void prior to American combat in World War II. This thesis focuses on the critical period from September 1939 through the doctrinal and practical crucible of North Africa, which eventually produced a resoundingly successful system.
