Pan-Africanism offers a unique vantage point to study Africa’s encounters with international law : first, as a continent whose political entities were excluded from the scope of application of the Eurocentric version of international law that was applied among the self-styled club of “civilized nations” ; second, through the emergence of African States as subjects of international law willing to contribute to the reform and further development of the law as a universal interstate normative system; and third, as members of the OAU and the AU acting collectively to generate innovative principles and rules, which, though applicable only in the context of intra-African relations, either go beyond those existing at the universal level or complement them by broadening their scope. How and under what conditions does the European Union (EU) shape processes of institution building in other regional organizations? Interorganizational Diffusion in International Relations: Regional Institutions and the Role of the European Union develops and tests a theory of interorganizational diffusion in international relations that explains how successful pioneer organizations shape institutional choices in other organizations by affecting the institutional preferences and bargaining strategies of national governments. The author argues that Europe's foremost regional organization systematically affects institution building abroad, but that such influence varies across different types of organizations. Mixing quantitative and qualitative methods, it shows how the EU institutionally strengthens regional organizations through active engagement and by building its own institutions at home. Yet, the contractual nature of other regional organizations bounds this causal influence; EU influence makes a distinguishable difference primarily in those organizations that, like the EU itself, rest on an open-ended contract. Evidence for these claims is drawn from the statistical analysis of a dataset on the institutionalization of 35 regional organizations in the period from 1950 to 2017 as well as detailed single and comparative case studies on institutional creation and change in the Southern African Development Community, Mercosur, the Association of Southeast Asian Nations, and the North American Free Trade Agreement. Since the beginnings of independence, a number of African nations have been plagued by repeated coup d'états. Within the African Union (AU), there has been a concerted effort to break this cycle through the official adoption of an 'anti-coup norm', by which the AU is mandated to suspend a member state and restore constitutional order following a coup. Supporters of this stance see it as strengthening democracy in Africa, while critics argue that it has served to prop up existing regimes. But there has been little analysis of what the AU's attempts to 'restore constitutional order' have meant for individual African states. In this book, Antonia Witt looks at the legacy of the AU's intervention in Madagascar following the 2009 'Malagasy crisis', one of the increasingly relevant yet under-researched cases of non-Western intervention in Africa. The book looks at the ways in which international intervention reconfigured the political order in Madagascar, how it facilitated the power struggle within the Madagascan elite and prevented more profound political change. It also considers what the example set by the Madagascan intervention means for the wider international order in Africa and the powers attributed to African international actors such as the AU.

Writing more than one hundred years ago, African American scholar W.E.B. Du Bois speculated that the great dilemma of the twentieth century would be the problem of "the color line." Nowhere was the dilemma of racial discrimination more entrenched-and more complex-than South Africa. Gordian Knot examines South Africa's freedom struggle in the years surrounding African decolonization, using the global apartheid debate to explore the way new nation-states changed the international community during the mid-twentieth century. At the highpoint of decolonization, South Africa's problems shaped a transnational conversation about nationhood. Arguments about racial justice, which crested as Europe relinquished imperial control of Africa and the Caribbean, elided a deeper contest over the meaning of sovereignty, territoriality, and development. Based on research in African, American, and European archives, Gordian Knot advances a bold new interpretation about African decolonization's relationship to American power. In so doing, it promises to shed light on U.S. foreign relations with the Third World and recast understandings of the fate of liberal internationalism after World War II.
