Report discusses the dilemma of incorporating consistent, convenient, universal card access (or ''pay-at-the-pump'') systems into alternative fueling stations across the country. The state of California continues to be in the forefront of implementing alternative fuels for transportation applications. Aggressive efforts to deploy alternative fuel vehicles (AFVs) in California have highlighted the need to provide adequate fueling stations and develop appropriate, user-friendly means to purchase fuel at the pump. Since these fuels are not typically provided by petroleum companies at conventional fueling stations, and acceptance of cash is often not an option, a payment method must be developed that is consistent with the way individual AFV operators are accustomed to purchasing automotive fuels--with a credit card. At the same time, large fleets like the California Department of General Services must be able to use a single fuel card that offers comprehensive fleet management services. The Gas Technology Institute's Infrastructure Working Group (IWG) and its stakeholders have identified the lack of a common card reader system as a hurdle to wider deployment of AFVs in California and the United States. In conjunction with the U.S. Department of Energy's (DOE) National Clean Cities Program, the IWG has outlined a multi-phased strategy to systematically address the barriers to develop a more ''open'' architecture that's similar to the way gasoline and diesel are currently dispensed. Under the auspices of the IWG, survey results were gathered (circa 1999) from certain fuel providers, as a means to more carefully study card reader issues and their potential solutions. Pilot programs featuring card reader systems capable of accepting wider payment options have been attempted in several regions of the United States with mixed success. In early 2001, DOE joined the National Renewable Energy Laboratory (NREL), the California Energy Commission (CEC) and the South Coast Air Quality Management District (SCAQMD) in a renewed effort to further develop a universal card reader access program. The immediate focus is on natural gas fueling stations--primarily compressed natural gas (CNG) in California. However, the ultimate intention is to apply the resulting advancements in open architecture card reader systems in stations dispensing other types of alternative transportation fuels across the United States.

The Alternative Fuels Utilization Program (AFUP) of the Office of Energy Efficiency and Renewable Energy has investigated the possibilities and limitations of expanded scope of fuel alternatives and replacement means for transportation fuels from alternative sources. Under the AFUP, the Alternative Fuel Center (AFC) was created to solve problems in the DOE programs that were grappling with the utilization of shale oil and coal liquids for transportation fuels. This report covers the first year at the 3-year contract. The principal objective was to assist the AFUP in accomplishing its general goals with two new fuel initiatives selected for tasks in the project year: (1) Production of low-sulfur, low-olefin catalytically cracked gasoline blendstock; and (2) production of low-reactivity/low-emission gasoline. Supporting goals included maintaining equipment in good working order, performing reformulated gasoline tests, and meeting the needs of other government agencies and industries for fuel research involving custom processing, blending, or analysis of experimental fuels.

Concerns about Peak Oil, political instability in the Middle East, health hazards, and greenhouse gas emissions of fossil fuels have stimulated interests in alternative fuels such as biofuels, natural gas, electricity, and hydrogen. Alternative fuels are expected to play an important role in a transition to a sustainable transportation system. One of the major barriers to the success of alternative-fuel vehicles (AFV) is the lack of infrastructure for producing, distributing, and delivering alternative fuels. Efficient methods that locate alternative-fuel refueling stations are essential in accelerating the advent of a new energy economy. The objectives of this research are to develop a location model and a Spatial Decision Support System (SDSS) that aims to support the decision of developing initial alternative-fuel stations. The main focus of this research is the development of a location model for siting alt-fuel refueling stations considering not only the limited driving range of AFVs but also the necessary deviations that drivers are likely to make from their shortest paths in order to refuel their AFVs when the refueling station network is sparse. To add reality and applicability of the model, the research is extended to include the development of efficient heuristic algorithms, the development of a method to incorporate AFV demand estimates into OD flow volumes, and the development of a prototype SDSS. The model and methods are tested on real-world road network data from state of Florida. The Deviation-Flow Refueling Location Model (DFRLM) locates facilities to maximize the total flows refueled on deviation paths. The flow volume is assumed to be decreasing as the deviation increases. Test results indicate that the specification of the maximum allowable deviation and specific deviation penalty functional form do have a measurable effect on the optimal locations of facilities and objective function values as well. The heuristics (greedy-adding and greedy-adding with substitution) developed here have been identified efficient in solving the DFRLM while AFV demand has a minor effect on the optimal facility locations. The prototype SDSS identifies strategic station locations by providing flexibility in combining various AFV demand scenarios. This research contributes to the literature by enhancing flow-based location models for locating alternative-fuel stations in four dimensions: (1) drivers' deviations from their shortest paths, (2) efficient solution approaches for the deviation problem, (3) incorporation of geographically uneven alt-fuel vehicle demand estimates into path-based origin-destination flow data, and (4) integration into an SDSS to help decision makers by providing solutions and insights into developing alt-fuel stations.
