"This report provides a synthesis of the findings from the Jobs, Gender and Small Enterprises in Africa-- a Study on Women's Enterprise Development (the WED Study), which was carried out in Ethiopia, Tanzania and Zambia through 2002. Continuing debates over the meaning of development and awareness of the persistence of poverty have resulted in increasing concern over how to ‘do’ development. There are growing numbers of development organizations, undertaking different activities, at different scales, with different motivations, and differing levels of success. Women’s empowerment is important to improve the status of women and achieve greater gender equity. It is also an important vehicle for achieving other development goals related to food security, nutrition, health, and economic growth. Increasingly, researchers seek ways to measure women’s empowerment, trace the pathways through which women’s empowerment is achieved, and provide guidance for policymakers and practitioners aiming to facilitate women’s empowerment through their interventions. This paper explores local perceptions of empowerment in the Upper East Region of Ghana in the context of a small-scale irrigation intervention targeted to men and women farmers. Using data collected through qualitative interviews and focus groups, the paper traces the linkages between small-scale irrigation and aspects of women’s empowerment, identified as important to men and women farmers themselves. The relationship between the components of empowerment and small-scale irrigation are placed within a larger context of social change underlying these relationships. Finally, this paper explores the ways that the introduction of modern technologies for small-scale irrigation may contribute to women’s empowerment.

In March 2020, a regional inception workshop was held in Ghana a project of the Food and Agriculture Organization of the United Nations (FAO) and the Norwegian Agency for Development Cooperation (Norad) entitled Enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods through better policies, strategies and initiatives. This is the report from the workshop. The project promotes the application of the principles of the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication (the SSF Guidelines) in FAO member countries and regions. The project end date was originally in December 2019 but was extended for another year into 2020 to focus on the issue of empowering women in fisheries for sustainable food systems. Accordingly, the project will support women in small-scale fisheries, particularly in the postharvest sector, with a view to improving food security and nutrition and promoting gender equality. In 2020, related activities will begin in Ghana, Malawi, Sierra Leone, Uganda and the United Republic of Tanzania. The project will also support sharing lessons learned and good practices, and it will help to strengthen institutional structures at the regional and global levels.
