What are the consequences of globalization for the structure of political conflicts in Western Europe? How are political conflicts organized and articulated in the twenty-first century? In recent years, Romanians have become the second largest migrant group in Western Europe. Following the liberalization of border controls and the massive economic and political changes in Eastern Europe, human mobility has increased and is becoming a permanent feature of post-Cold War Europe. The arrival of many Eastern Europeans, with Romanians being the largest migrant group, has produced public concerns on immigration in some West European countries. This is particularly the case in Italy, where Romanian irregular migrants are often stigmatized as poor troublemakers by authorities and the mass media. This book challenges such commonly-held assumptions that artificially divide migrants into categories of wished and unwished immigrants—winners and losers of international migration. This book compares two migrant groups. The first is composed of ethnic Germans who migrated legally from Timisoara, Romania, to Nuremberg, Germany. The second is made up of those who migrated irregularly from Borsa, Romania, to Milan, Italy. The analysis highlights a paradoxical situation. Irregular Romanian migrants in Milan had fewer rights and opportunities, yet through migration they gained prestige and came to enjoy a sense of success. Alternately, the Germans who had migrated to Nuremberg, who received more rights and opportunities, perceived that they had suffered a loss of social prestige. The focus on migrants’ social status employed in the book seeks to clarify this puzzle and provide an analytical framework for researching the linkages between the migration and incorporation of Romanians—who are today European citizens—and European states’ migration policies and migrant transnationalism.

First published in 1982, Policy Styles in Western Europe considers the growth of the modern state in the 1980s and examines the implications of this for the making and implementation of public policy decisions. It argues that the business of government was simply easier in the 1970s and that the growth of the modern state has meant an expansion of public policies, with the state widening in areas of societal activity. This book looks at the similarities and differences that exist among the countries of Western Europe. Whilst it is increasingly clear that most policy problems arise from areas of concern common to all Western democracies, for example, unemployment, inflation and crime, this book focuses on whether or not individual countries exhibit characteristic policy styles in response to them. In this volume, the country-studies consider the main characteristics of the individual policy processes in relation to a simple typology of political styles. « The book presents the findings of a four-year study of the challenges facing trade unions and their responses in ten west European countries. The project involved a substantial number of interviews with key union representatives and academic experts in each country, together with the collection of a large amount of union documentation and background material. The book gives an account of trade unionism in each country, the main recent challenges that unions have faced, and responses in terms of recruitment and mobilisation; organizational restructuring; new approaches to collective bargaining; changing political strategies; and international activities. The analytical starting point is that trade unions are conservative institutions containing significant veto points to organizational change, but at the same time can display dynamism and innovation, and that external challenges can therefore stimulate important internal adaptation. The book engages with the debates of the past two decades on union modernization and revitalization, and more generally with theories of institutional change and with the literature on varieties of capitalism. The central theme is that while trade unions do not easily change identities and core practices, they are not locked into inertia. Trade unions are not unitary actors but are internally contested organizations, and internal conflict is itself a potential source of dynamism. The literature on "revitalization" has tended to divide between the over-optimistic and the over-pessimistic; this study presents a more nuanced and differentiated account. In particular, it attempts to identify some of the key internal and external conditions for effective strategic innovation. »--
