Pursuant to a congressional request, GAO examined: (1) incomes of recipients of Aid to Families with Dependent Children (AFDC) benefits; (2) major programs and other sources of AFDC recipients' incomes and how this income affected total incomes; (3) how AFDC recipient incomes compared with the poverty line, other welfare recipient incomes, and nonwelfare family incomes; and (4) welfare policy implications of these results. GAO found that 2- to 4-member AFDC families had monthly incomes: (1) averaging $819 at market value and $646 at recipient value; (2) consisting mostly of welfare benefits and affected by such factors as geography, availability of housing assistance, and earnings; and (3) rarely exceeding the poverty line. GAO also found that: (1) 9 of 10 AFDC families participated in at least 2 other federal welfare programs; (2) welfare benefits comprised at least 90 percent of AFDC family income; (3) nonwelfare income sources included Social Security, veterans' benefits, alimony, and child support; (4) AFDC families typically had lower incomes than those of other welfare groups and of nonwelfare, single-parent families; and (5) there is limited information on incomes of AFDC families living with persons not receiving AFDC.

This report presents information on the amounts and sources of income for families receiving Aid to Families with Dependent Children (AFDC); how the income from the various sources affects their total incomes; and their economic status compared to the poverty line and other welfare and nonwelfare families. It also summarizes the difficulties in making such determinations because of uncertainty about the accuracy of the poverty line and unresolved concerns about the Bureau of the Census's experimental techniques for valuing in-kind benefits. Though there have been recent policy debates about income levels, data on families' total incomes that include the value of in-kind benefits do not exist in any usable form. Thus, Senator William V. Roth, Jr., asked GAO to determine the income sources, amounts, and relative poverty status of AFDC families, and the implications of these results for federal welfare policy.

Pursuant to a congressional request, GAO provided further information on the incomes and relative poverty status of families receiving Aid to Families with Dependent Children (AFDC) in comparison with nonAFDC working poor families. GAO noted that: (1) there are nearly 80 means-tested programs targeting assistance to various groups of low-income families; (2) in fiscal year (FY) 1993, the public assistance programs cost $223 billion and comprised 16 percent of that year's federal budget; (3) states provided an additional $88 billion for the means-tested programs in FY 1993; (4) federal spending for all assistance programs has increased 58 percent since 1980; (5) 5 programs account for 65 percent of program outlays and have doubled their spending since 1980; (6) many AFDC families receive assistance from multiple programs, but there is no data available on the extent to which AFDC families are eligible for or receive benefits from other programs; (7) the median income for all AFDC families ranges between $633 and $767, while the median income of AFDC families who receive multiple benefits ranges between $903 and $1,090; (8) families receiving assistance from both AFDC and the Food Stamp Program may not be eligible for the maximum available benefits under other assistance programs; (9) the AFDC median income level tends to be at or below the poverty line; and (10) working poor families have median monthly incomes comparable with or lower than AFDC families who receive benefits from other assistance programs, depending on the method used to value Medicaid benefits.

Sure to raise the hackles of many across the nation is any mention of welfare and federal entitlement programs. All agree that no one should be on welfare, but the question is what to do about those who really need the income provided by the federal government. In 1996, welfare reform legislation enacted the Temporary Assistance for Needy Families, which is a block grant provided to the state with a chief purpose of ending the dependence of needy families on government assistance. Among the principal groups impacted by the welfare reform legislation are female headed families with children. Recent analyses have revealed that single mothers are more likely to be working than in the past and that welfare receipt among poor families with women at the head has declined. Despite these trends, single mothers' net income has shown no increase, suggesting that full-time work may not be enough to eliminate poverty and welfare dependency among female families. This book reports on several current trends in the economic status of female headed families, providing an overview of federal programs and their effects along with several useful charts based on Census Bureau information. The combination of statistics and evaluation make for an important contribution to the study of initiatives to defeat poverty and income deficiencies in a significant part of the population.
