Within the past few years innumerable irrigating canals, big and little, have been built, bringing water to many millions of acres, In planning these enterprises the chief thought and effort of those concerned was to build works to bring water to more lands. It was assumed that, when this was done, the areas thus reclaimed would be quickly utilized and that there would rapidly grow up a prosperous and contented population. This happy condition has not followed; we are beginning to see that the planning and building of irrigation works is only the beginning; possibly it is the easiest part of the problem of conservation and use of the resources of the arid and semi-arid regions. One of the major questions facing the western U.S. is whether irrigation water can be conserved and reallocated to help meet increasing nonagricultural water demands. This book, based on interdisciplinary research in several states, identifies and analyzes the legal, political, economic, and social issues involved in a "conserve-and transfer" strategy. After providing an overview and policy framework for considering the role of conservation in water management, the authors use case studies to illustrate, for example, why water conservation is not a neutral policy or principle (demonstrating how other legitimate values can be adversely affected by a single-purpose pursuit of conservation); the various options available for conservation; how reallocation occurs in market transactions; and the legal restrictions on the sale of conserved surplus water. Although formal market mechanisms are found to be rudimentary or lacking in most areas of the West, the authors contend that more proficient markets will evolve to measure the economic value of agricultural water. They conclude that a "conserve-and-transfer" strategy is selectively workable through the use of incentives, but that a number of tradeoffs, social concerns, and institutional constraints, which have not been adequately recognized to date, will have to be dealt with by policymakers if the strategy is to have wider application.

Excerpt from Pumping Water for Irrigation This paper by Mr. Wilson is the first of a proposed series of publica tions relating to water supply and irrigation. The object in view in undertaking a new series is to afford an Opportunity for prompt publi cation of short reports, generally popular in character, relating to the water resources and the methods of utilizing these, with especial ref erence to the employment of water in agriculture. To reply to ques tions arising in various parts of the country regarding the progress of the investigation of the water resources and the facts relating to the available supply of water for irrigation, power, or domestic use, it is necessary to have pamphlets which can be sent out freely, and which, in order to answer the particular needs of individuals or communities, will not be too general in character. The series of bulletins issued by the Survey would serve as such means of communication were it not for the fact that by law these must be sold, and thus can not be used for official purposes or for placing the information acquired by investiga tion at once in the hands of the persons seeking to know the facts. By the law authorizing this new series it is possible for the Survey to dis tribute these papers to correspondents and to the numerous volunteer assistants who at one time or another have kindly aided by replying to letters of inquiry or schedules asking for specific data. Without such opportunities for distribution of small publications the Officers of the Survey are placed in an embarrassing position, from the fact that they are compelled to ask favors in the way of statements and data of various kinds and are yet unable in general to more than thank the persons who have freely given their time to the preparation of letters and the filling out Of blanks. Even when these persons have asked for a copy of the publication embodying the information which they have furnished, it has not been possible for a bulletin to be sent unless paid for by some member of the Survey.
