Irrigation is the dominant consumer of fresh water world-wide, accounting for as much as 80% of use in many water-short countries. The Water and Power Resources Service (WPRS) is responsible for most Federal irrigation projects and charges beneficiaries for the use of water. GAO reviewed several WPRS projects under construction to determine: (1) what charges will be made for the water; (2) to what extent the charges will cover the costs to the Federal Government for providing the water; and (3) whether farmers could pay more for the water without impairing their operations or seriously damaging their profits. Legislation originally stipulated that the charges for Federal water should return all the costs of building the irrigation projects; however, subsequent laws have not required certain beneficiaries to repay their share in full. WPRS fixes a price for its irrigation water according to the farmer's ability to pay for the water, which is the amount left over from an average farmer's gross income after deducting all production costs. This amount is much less than the Federal Government's cost of producing the water. A GAO economic analysis indicated that charging full cost for the water at a 7.5 percent interest level would be too expensive for farmers to afford Federal water. GAO found that charging a full-cost price without the interest charge, called the interest-subsidy price, would lower the cost of irrigated agriculture and increase yield enough so that farmers could probably increase their net income by buying Federal water.

Excerpt from Permissible Annual Charges for Irrigation Water in Upper San Joaquin Valley: A Cooperative Report by the College of Agriculture, University of California Table 1 shows the, excess of farm income over the costs of producing and harvesting the crops considered, together with interest on the average investment at 6 per cent per annum; also the amounts it is believed can reasonably be. Paid for irrigation water. The costs considered permissible. Are for a full supply of water delivered at the land on which it is to be used. And are therefore intended to include all such items as interest and principal payments on necessary capital expenditures for irrigation works and water supply, costs of maintenance and operation of irrigation works, as ordinarily understood, and supplemental pumping. It is not suggested that none of the growers in the upper San Joaquin Valley can pay higher irrigation charges for the different crops studied than are arrived at herein. Some, of course, produce more than others. And there are wide differences in the efficiency of growers, types of farm enterprises, amount of: working capital available, and the numerous other factors that determine cost of production and farm income. Neither is it suggested that the charges proposed can be paid by all of the growers, this also being because of the differences mentioned above. As globalization links economies, the value of a country's irrigation water becomes increasingly sensitive to competitive forces in world markets. Water policy at the national and regional levels will need to accommodate these forces or water is likely to become undervalued. The inefficient use of this resource will lessen a country's comparative advantage in world markets and slow its transition to higher incomes, particularly in rural households. While professionals widely agree on what constitutes sound water resource management, they have not yet reached a consensus on the best ways of implementing policies. Policymakers have considered pricing water - a debated intervention - in many variations. Setting the price 'right,' some say, may guide different types of users in efficient water use by sending a signal about the value of this resource. Aside from efficiency, itself an important policy objective, equity, accessibility, and implementation costs associated with the right pricing must be considered. Focusing on the examples of China, Mexico, Morocco, South Africa, and Turkey, Pricing Irrigation Water provides a clear methodology for studying farm-level demand for irrigation water. This book is the first to link the macroeconomics of policies affecting trade to the microeconomics of water demand for irrigation and, in the case of Morocco, to link these forces to the creation of a water user-rights market. This type of market reform, the contributors argue, will result in growing economic benefits to both rural and urban households.
