Global politics has changed with unaccustomed swiftness since the end of the Cold War. Eastern Europe is free; the Soviet Union has broken up; China presses free market economic reform; and the United States and Russia have declared a joint commitment to end nuclear war. The force of these changes has created a new agenda for global politics and security policy. This does not mean that nuclear weapons have lost their centrality. Nuclear development programs continue in the major holders of advanced weapons. In Israel, Pakistan, India, North Korea, Iraq, and Iran nuclear intentions are subject to widespread speculation and scrutiny. Negotiations for renewal of the Nuclear Non-Proliferation Treaty remind us that the treaty requires serious efforts to abolish nuclear weapons. Nuclear Choices points out that the Cold War's end has not banished mistrust. Instead, it has opened the door to frank conversation about the usefulness of force and the need to address common fears. States now face a global choice among alternative nuclear futures. If they desire to avoid runaway nuclear development, the choices come down to three: the status quo, disengagement, or abolition. Larkin argues that if they chose the status quo, they elect a world in which only terror and self-restraint keep devastation at bay, a world in which instant destruction is possible. This study focuses on the nuclear weapons programs of Great Britain, China, and France, because they may be less familiar to students of international affairs. Each of these countries has developed a substantial nuclear capability that could decisively shape the result of coming global nuclear decisions. Larkin concludes that these three minipowers could conclude that nuclearism serves their interests, refuse disengagement, and encourage proliferation. If they are prepared to abandon nuclearism, they have tremendous political leverage on Russia, the United States, and also on undeclared and aspiring nuclear weapons states. For now, only the United Kingdom, France, and China maintain sufficient warhead inventories and production capabilities to have strong effects on how the United States and Russia view their own strategic capabilities. Nuclear Choices asserts that governments, polities, and parties today do not know how to guarantee themselves against weapons of mass destruction. They must either acquire the political and social means to achieve such guarantees or accept a world in which nuclearism will continue to cast its shadow over all aspects of nation building. It will be of interest to political scientists, policymakers, military analysts, and those interested hi the nuclear issue.

A call for a new form of democracy in which “hybrid forums” composed of experts and laypeople address such sociotechnical controversies as hazardous waste, genetically modified organisms, and nanotechnology. Controversies over such issues as nuclear waste, genetically modified organisms, asbestos, tobacco, gene therapy, avian flu, and cell phone towers arise almost daily as rapid scientific and technological advances create uncertainty and bring about unforeseen concerns. The authors of Acting in an Uncertain World argue that political institutions must be expanded and improved to manage these controversies, to transform them into productive conversations, and to bring about “technical democracy.” They show how “hybrid forums”—in which experts, non-experts, ordinary citizens, and politicians come together—reveal the limits of traditional delegative democracies, in which decisions are made by quasi-professional politicians and techno-scientific information is the domain of specialists in laboratories. The division between professionals and laypeople, the authors claim, is simply outmoded. The authors argue that laboratory research should be complemented by everyday experimentation pursued in the real world, and they describe various modes of cooperation between the two. They explore a range of concrete examples of hybrid forums that have dealt with sociotechnical controversies including nuclear waste disposal in France, industrial waste and birth defects in Japan, a childhood leukemia cluster in Woburn, Massachusetts, and mad cow disease in the United Kingdom. The authors discuss the implications for political decision making in general and describe a “dialogic” democracy that enriches traditional representative democracy. During the 1970s, hundreds of thousands of people across Western Europe protested against civil nuclear energy. Nowhere were they more visible than in France and Germany-two countries where environmentalism seems to have diverged greatly since. This volume recovers the shared, transnational history of the early anti-nuclear movement, showing how low-level interactions among diverse activists led to far-reaching changes in both countries. Because nuclear energy was such a multivalent symbol, protest against it was simultaneously broad-based and highly fragmented. 'Concerned citizens' in communities near planned facilities felt that nuclear technology represented an outside intervention that potentially threatened their health, material existence, and way of life. In the decade after 1968, their concerns coalesced with more overtly 'political' criticisms of consumer society, the state, and militarism. Farmers, housewives, hippies, anarchists, and many more who defied categorization joined forces to oppose nuclear power, but the movement remained internally contradictory and outwardly unpredictable-not least with regard to violence at demonstrations. By analyzing the transnational dimensions, diverse outcomes, and internal divisions of anti-nuclear protest, Better Active than Radioactive! provides an encompassing and nuanced understanding of one of the largest 'New Social Movements' in post-war Western Europe and situates it within a decade of upheaval and protest. Drawing extensively on oral history interviews as well as police, media, and activist sources, this volume tells the story of the people behind the protests, showing how individuals at the grassroots built up a movement that transcended national borders as well as political and social differences.
