Con este libro, fruto de unas jornadas celebradas en Marbella los días 28 y 29 de enero de 2014, quisimos abrir un debate sobre la necesidad de completar el desarrollo reglamentario previsto en la Ley de Ordenación del Territorio de Andalucía, e implementar a través de los planes urbanísticos municipales los criterios contenidos en el Plan de Ordenación del Territorio de Andalucía, fiel reflejo de la normativa europea en la materia. Se trataba, por tanto, de caminar en la dirección que esta moderna normativa demanda y abrirse a un modelo de ciudad compacta, funcional y económicamente diversificada, que diera prioridad a una ciudad consolidada sobre nuevos crecimientos. Nuevos crecimientos basados en un desarrollo urbanístico eficiente que nos permita adecuar el crecimiento de nuestras ciudades a la efectiva implantación de dotaciones, equipamientos públicos y sistemas generales de espacios libres y transporte público, sin olvidarnos de cuantas acciones fueren necesarias para adecuar la disponibilidad y suficiencia de los recursos hídricos y energéticos a las previsiones de dicho crecimiento. Un pasado marcado por la ausencia de instrumentos de Ordenación del territorio de ámbito regional (POTA) y de ámbitos subregionales (POTCSO) en la década €prodigiosa del todo vale€, provocó innumerables excesos en los crecimientos, a la vista de la insuficiencia de los planes urbanísticos de ámbito municipal. Ni que decir tiene, que de haber estado vigentes los instrumentos de ordenación del territorio, con toda seguridad habrían tenido una incidencia positiva en el encauzamiento del crecimiento producido y evitado, en gran medida, los desmanes por todos conocidos. Este libro no demoniza el sector de la construcción; un sector que tanta bonanza económica ha generado y que tantos puestos de trabajo ha creado. De lo que hoy se trata es de reorientarlo, de incentivarlo y de completarlo responsablemente en el marco de los servicios actuales de turismo, sol, playa y golf, que tan buenos réditos ha venido prestando al desarrollo sostenible de la Costa del Sol, en particular, y de la Comunidad Autónoma de Andalucía, en general.
