Ever since a democratic system of government was adopted and a strategy of planned economic development was launched in India, the planners were quite conscious of the need for an administrative system different from the colonial one to implement the planned objective of development. Kuldeep Mathur, in this volume, examines these administrative reforms and provides a magisterial account of the changes in the institutional process of public administration. The introduction of neoliberal policies revived concerns about reform and change, thereby giving rise to a new vocabulary in the discourse of public administration. The conventional world of public administration was now expected to adopt management practices of the private sector and interact with it to achieve public policy goals. The study of the political economy of development in India is significant as India has emerged as one of the fastest-growing countries during the last three decades and the rate of economic growth and poverty reduction have not been matched in India’s subnational states. Although the Union Government has introduced and implemented several economic reforms since 1991 to enhance the economic development, the results of implantation have varied. Governance and Development in India compares two Indian subnational states, Andhra Pradesh and Bihar. The book does not consider the state as an aggregate entity; rather, it disaggregates the state relationally and spatially. Concentrating on the micro-institutional variables and the role of regional elites, the author investigates the political roots of the divergence of development trajectories among India’s subnational states since liberalization, as an essential aspect of the political economy of development in India. The book explores the black box of the multi-layered state of India and interactions among the Central Government, the states, regional leaders and other stakeholders and explains why the regional leaders have pursued divergent economic strategies using the analytical narrative research method and the subnational comparative research method. Radical Feminism will serve as a theoretical and conceptual framework for the apt exploration of the problematic. The second section of this issue is Philosophy. The first paper of this section has been authored by Maftouni Nadia and Mahmoud Nuri. It analyses the Farabi’s philosophy (utopia) and concluded that the public is not used to implement their rational faculty and they cannot perceive the rational happiness directly. So the rational happiness should be presented to their imagination, and thus, the artist of the utopia makes images of the rational happiness using sensible and imaginary forms. The second paper of this section has been authored by Smrutipriya Pattnaik and C Upendra. The paper critically addresses the fall narrative of the narrative of the failure of the communist experiment. It claims that if the idea of “return to socialism” makes no sense, equally is senseless the triumphalism debate of liberal-capitalism. The third paper of this section has been authored by Lidija Kovacheva. This paper provides a comparative interpretation of the Ancient Greek image of Hermes as a mythological figure with the image of Archangel Michael as a highly revered Orthodox saint in modern Macedonian society. The goal of this research is to show the similarities and the differences between these two characters and how these images are understood today in modern society.

Offering a fresh approach to the issue of government and administrative corruption through 'everyday' citizen interactions with the state, this book explores changing discourses and practices of corruption in late colonial and early independent Uttar Pradesh, India. The author moves away from assumptions that the state can primarily be associated with the top levels of government, and looks at citizens' approaches to local level bureaucracies and police. The central argument of the book is that deeply 'institutionalised' corruption in India could only have come about through the exercise of particular long term customs of interaction between agencies of the state - government servants and police, and their interactions with local politicians. Because the social hierarchies that condition such interactions are complicated by individual and family connections to state employment, periods of traumatic state transformation lead to a reconfiguration in the meaning of corruption in the local state. Based on principal primary sources and extensive field interviews, this book will be of interest to academics working on political science and Indian and South Asian history.
