In regard to the general condition of the different Institutions, we respectfully refer you to the reports herein of the officers in charge of the Institutions in the Department. In regard to the view of the Commissioners as to the working of the Department, they respectfully refer you to their letters in previous Annual Reports, which treat in detail of nearly all matters concerned with the Department. Each year improvements are made, and the Commissioners desire and would be greatly honored if you will make a personal examination in regard to the statements herein presented to you.
