German-Turkish relations, which have a long history and generally unrecognized depth, have rarely been examined as mutually formative processes. Isolated instances of influence have been examined in detail, but the historical and still ongoing processes of mutual interaction have rarely been seriously considered. The ruling assumption has been that Germany may have an impact on Turkey, but not the other way around. Religion, Identity and Politics examines this mutual interaction, specifically with regard to religious identities and institutions. It opposes the commonly held assumption that Europe is the abode of secularism and enlightenment, while the lands of Islam are the realm of backwardness and fundamentalism. Both historically and contemporarily, Germany has treated religion as a core aspect of communal and civilizational identity and framed its institutions accordingly; the book explores how there has been, and continues to be, a mutual exchange in this regard between Germany and both the Ottoman Empire and modern Turkey. The authors show that the definition of identity and regulation of communities have been explicitly based on religion until the early and since the late twentieth century; the period in between- the age of secular nationalism- which has always been treated as the norm, now appears more clearly as an exception. He is Germany's youngest professional player. Pundits regard the Borussia Dortmund forward as one of the greatest German footballing talents ever. However, if Turkey had qualified for the final round, Nuri Sahin would have been playing for them in the World Cup 2006 tournament in Germany. Although he was born in Germany and grew up in the small German town of Lüdenscheid, he still has decided to remain a Turkish citizen and play for Turkey rather than for Germany. “I am one hundred percent Turkish”, said Nuhin in a newspaper interview1, “although there is undeniably a part of me that is German.” He is by no means the only one. Other members of Turkey's national team who were born and who are still living in Germany have also decided against playing for the country of their birth. This comprehensive edited volume conceptually develops the notion of ‘de-Europeanisation’ as an important development in the literature on Europeanisation, and applies it specifically to the case of Turkey. ‘De-Europeanisation’ is defined as the loss or weakening of the EU/Europe as a normative/political context and as a reference point in domestic settings and national public debates of both candidate and member countries. ‘De-Europeanisation’ manifests itself in two basic ways: as the weakening of the appeal and influential capacity of European institutions, policies, norms and values, leading to a retreat of EU/ Europe as a normative/political context for society and politics in a candidate/member state; and as growing scepticism and indifference in a given society towards the EU/Europe, risking the legitimacy of the EU/Europe as a reference point in cases even where reform is incurred. Using this concept, the authors analyse the diminishing impact of the EU in Turkish governance and politics after the opening of accession negotiations in October 2005. The relevance of ‘de-Europeanisation’ is investigated through ten chapters focusing on key policy areas including education, migration, democracy, the rule of law and media freedoms, and a number of key actors including civil society organisations, political parties and political leaders. Since the presidential elections in 2014, Turkish voters abroad have cast their votes in three parliamentary elections, one presidential election, and one referendum. The relatively higher vote share that the Justice and Development Party (AKP) and President Recep Tayyip Erdoğan garnered in Germany and other European states with large Turkish immigration levels, such as the Netherlands, Belgium, and Austria, has remained a cause for concern to politicians and the public in these countries. Especially in Germany, the dominant premise in the public debate has been that voting in favor of the AKP and Erdoğan is a sign of "loyalty to Turkey" and an absence of a commitment to democratic values and norms. The broad appeal that the AKP and Erdoğan have among migrants from Turkey and their children has both a material and an emotional basis. Socio-economic changes and perceived improvements in the quality of state institutions, both within Turkey and Germany, seem to have created a positive image of the party. In addition, a strong sense of pride arising out of the perception of a "strong Turkey" under the leadership of President Erdoğan seems to drive electoral support. Finally, a fear of losing social and political gains also facilitates electoral support for the AKP. Given that the interest of the Turkish government in the migrant population is driven by its foreign- and domestic-policy ambitions, it is likely to continue in the future with a strong identitarian focus. Moreover, Turkey’s deepening economic crisis is also likely to accentuate the need for economic remittances. It is vitally important to differentiate between the Turkish government’s systematic efforts to instrumentalize migrants and their foreign-born children toward its domestic- and foreign-policy ends and the demands of migrants for political representation and equal recognition.
