The scientific-technical potential of the Baltic States and their possibilities for co operation with Europe require in-depth, specific analysis. With the deterioration of the structures of science and technology of the former Soviet Union, the severance of communications with former clients, industry and science and technology, the Baltic States - the leaders of the former Soviet Union in this area, faced a difficult new situation. The government budgets of these countries, due to economic decline, are not capable of financing scientific research and project studies, and industry has lost a large part (in some branches this loss reaches even 2/3 or more) of its potential, losing both funds and interest in the sciences. The conversion of industry in the Baltic States is tied with the whole of its restructurisation, which still has not attained more precise directions for a new specialization or connections to the international market. The earlier dominant branches, such as machine production, electro-technology, radio-technology and the electronics industry, require essential modernization, which is possible only through co-operation with other developed countries, especially with the EU and NATO countries. This co-operation could include new mobilized capacities of science and technology. A longer period of stagnation and separation may adversely affect these capacities and lead to their dilution and weakening, due to the "brain drain" of more qualified scientists and specialists to the commercial sector, which does not require high intellectual levels.

Public housing projects were the original form of government supported housing for low-income residents. Over the last fifty years many projects have struggled with high crime rates and numerous social problems. One solution proposed to address these ongoing issues is granting residents decision-making power within their community by converting into a co-operative. Building a Co-operative Community in Public Housing follows the journey of a Toronto public housing complex as it was converted into a resident-operated co-operative, a first in Canada. Jorge Sousa traces the story of Alexandra Park, which became the Atkinson Housing Co-operative in 2003 after a ten-year conversion process. Sousa, who himself was raised in the community, provides an empirical account of the contributing factors that influenced its decision to pursue community-based control, as well as the experiences of both residents and government officials engaged in this process. In Northern Ireland, a once seemingly intractable conflict is in a state of transformation. Lee A. Smithey offers a grassroots view of that transformation, drawing on interviews, documentary evidence, and extensive field research. He offers essential models for how ethnic and communal-based conflicts can shift from violent confrontation toward peaceful co-existence. Smithey focuses particularly on Protestant unionists and loyalists in Northern Ireland, who maintain varying degrees of commitment to the Protestant faith, the Crown, and and Ulster / British identity. He argues that antagonistic collective identities in ethnopolitical conflict can become less polarizing as partisans adopt new conflict strategies and means of expressing identity. Consequently, the close relationship between collective identity and collective action is a crucial element of conflict transformation. Smithey closely examines attempts in Protestant/unionist/loyalist communities and organizations to develop more constructive means of expressing collective identity and pursuing political agendas that can help improve community relations. Key leaders and activists have begun to reframe shared narratives and identities, making possible community support for negotiations, demilitarization, and political cooperation, while also diminishing out-group polarization.
