William Swan Plumer (1802-1880) was an American clergyman, theologian and author who was recognized as an intellectual leader of the Presbyterian Church in the 1800s. In Plumer's 1848 pamphlet "Thoughts on the Religious Instruction of the Negroes of this Country" he describes what had been done to advance the greatest mission of the Southern Church--promoting Christian instruction to the slave population. The author stressed what he felt was the necessity of furnishing the slave population with competent and safe religious instructors, as opposed to those who might use the pulpit to stir up an insurrection as he noted had earlier led to the Southampton tragedy.
