Abraham Lincoln never said, "You cannot fool all the people all the time." Thomas Jefferson never said, "That government is best which governs least." And Horace Greeley never said, "Go west, young man." Courts often cannot enforce their judgments and must rely on reputational sanctions to ensure compliance. One way to do this is for courts to improve their reputation for generating compliance with their judgments.
