Even if this guilt had been very generally recognized, a book such as this might have been deemed neither wise nor expedient, provided the victors had atoned for their share in the guilt by acting with some de gree of moderation when the time for settle ment had arrived. But when the terrible nature of the Peace settlement is contemplated, one would be untrue to his own conscience as well as lacking in duty to humanity if no attempt were made to reopen this whole question, now that free speech and a free press are again in our possession.
