When in 2002/03 Ethiopia was ushered into the twenty-first century by the threat of famine of unprecedented proportion, it stirred a deeply felt reaction to call on policy-makers and ordinary citizens to raise arms against a scourge which has afflicted their country throughout its long history. The announcement of the threat of famine amounted to a virtual acknowledgement that the country?s past national development goal has been little more than a pipe dream. For, no claim of development can be made in the face of the prospect of mass starvation. It is proposed that a new start is needed in Ethiopia in the pursuit of the goal of lasting food security and the prevention of recurrent famine, one which can at times put to question the conventional development wisdom, and calls for a commitment to certain key principles which can help prevent the repetition of past failures while at the same time providing the foundation for future progress. It is argued that lasting food security can only be achieved by means of an interactive development process involving the sustainable development of agriculture and an increasingly diversified national economy. In concluding, the main questions which may likely concern many people are addressed directly. Wherefrom are the investment resources to be obtained, and where the capacities are to be summoned to promote the scale and tempo of the development envisaged? Examples are offered of the types of measures which could be considered in response to the future development challenges. Ultimately, both the ends of development and the means by which they might be attained must derive impetus from the cravings and drive for accomplishment of ordinary people acting individually or collectively in the pursuit of their common interests. The primary instrument for unleashing this potential belongs to the political realm.

This book explores the interplay between war and the environment in Henan Province, a hotly contested frontline territory that endured massive environmental destruction and human disruption during the conflict between China and Japan that raged during World War II. In a desperate attempt to block Japan's military advance, Chinese Nationalist armies under Chiang Kai-shek broke the Yellow River's dikes in Henan in June 1938, resulting in devastating floods that persisted until after the war's end. Greater catastrophe struck Henan in 1942-1943, when famine took some two million lives and displaced millions more. Eleanor Davey reveals how radical left third-worldism was displaced by the 'sans-frontiériste' movement as the dominant way of approaching suffering in what was then called the third world. Third-worldism regarded these regions as the motor for international revolution, but revolutionary zeal disintegrated as a number of its regimes took on violent and dictatorial forms. The political transition in 1991 and the new regime’s policy towards the ethnic and religious diversity in Ethiopia have contributed to increased activities from various Islamic reform movements. Among these, we find the Salafi movement which expanded rapidly throughout the 1990s, particularly in the Oromo-speaking south-eastern parts of the country. This book sheds light on the emergence and expansion of Salafism in Bale. Focusing on the diversified body of situated actors and their role in the process of religious change, it discusses the early arrival of Salafism in the late 1960s, follows it through the Marxist period (1974-1991) before discussing the rapid expansion of the movement in the 1990s. The movement’s dynamics and the controversies emerging as a result of the reforms are discussed, particularly with reference to different understandings of sources for religious knowledge and the role of Islamic literacy.
