If the determina tion of the honourable gentleman be to withhold from this Government such means as have never been hitherto refused to any other, far from approving of the candour which he has shown in putting off his opposition to the last stage of the bill now under discussion, I should have thought that he had acted more consistently with that determination on his part, if he had made some distinct motion for placing the administration of affairs in other bands. To tie up the hands of those who are still left in the conduct of the Government, appears to me to be neither a wise mode of marking distrust, nor a happy expedient for remedying imbecility.
