This brief has been produced by the Food and Agriculture Organization (FAO) of the United Nations, in collaboration with the Global Dairy Platform (GDP) and the Global Research Alliance on Agricultural Greenhouse Gases (GRA) and with the financial support of the New Zealand Government. The FAO was approached by GDP and GRA to develop guidance following previous research on dairy cattle in order to support policy makers and livestock sector actors in implementing a process that captures the co-benefits of cattle health initiatives in their climate commitments. It provides examples in specific countries in collaboration with the World Bank and the International Fund for Agricultural Development (IFAD). This brief provides methodological guidance on the quantification of animal health interventions and their impact on greenhouse gas (GHG) emissions, on the basis that they deliver multiple benefits to individual farmers and society which could outweigh the costs of the intervention, particularly when considering reduced GHG emissions.

By 2050 the world's population is projected to grow by one-third, reaching between 9 and 10 billion. With globalization and expected growth in global affluence, a substantial increase in per capita meat, dairy, and fish consumption is also anticipated. The demand for calories from animal products will nearly double, highlighting the critical importance of the world's animal agriculture system. Meeting the nutritional needs of this population and its demand for animal products will require a significant investment of resources as well as policy changes that are supportive of agricultural production. Ensuring sustainable agricultural growth will be essential to addressing this global challenge to food security. Critical Role of Animal Science Research in Food Security and Sustainability identifies areas of research and development, technology, and resource needs for research in the field of animal agriculture, both nationally and internationally. Animal health and economics are closely linked. Any decision taken to prevent, control and eliminate an animal disease is based not only on the technical knowledge available about a particular disease but also on the effectiveness and socio-economic aspects associated with interventions and mitigation measures implemented by governments, producers and all the actors along the livestock value chains. Economic rationale drives decisions in assessing particular investments which are likely to result in a benefit for society or for a specific stakeholder, including livestock farmers and communities. These guidelines prepared by FAO will contribute to a better understanding of the importance of economic analysis when assessing the impact of a particular animal disease in production, trade, market access, food security and livelihoods of rural communities, or when designing or implementing an animal health strategy at national, regional or global level. This framework will provide a good communication tool between animal health technicians, veterinarians and economists in developing countries and will encourage a well informed collaboration between veterinarians, animal health experts, economists and social scientists for livestock and socio-economic development. Economic analysis should be an essential part of animal disease policies and disease management strategies.

The current analysis was conducted to evaluate the potential of nutritional, manure and animal husbandry practices for mitigating methane (CH4) and nitrous oxide (N2O) - i.e. non-carbon dioxide (CO2) - GHG emissions from livestock production. These practices were categorized into enteric CH4, manure management and animal husbandry mitigation practices. Emphasis was placed on enteric CH4 mitigation practices for ruminant animals (only in vivo studies were considered) and manure mitigation practices for both ruminant and monogastric species. H1N1 ("swine flu"), SARS, mad cow disease, and HIV/AIDS are a few examples of zoonotic diseases-diseases transmitted between humans and animals. Zoonotic diseases are a growing concern given multiple factors: their often novel and unpredictable nature, their ability to emerge anywhere and spread rapidly around the globe, and their major economic toll on several disparate industries. Infectious disease surveillance systems are used to detect this threat to human and animal health. Climate change is already exacerbating this grim picture, which is why food security and food production will be a major focus of the Intergovernmental Panel on Climate Change’s 6th Assessment Cycle. Thanks to the participation of 250 experts from all around the world, the International Symposium on Food Security and Nutrition in the Age of Climate Change highlighted the importance of food and agricultural systems in the fight against climate change and presented concrete multi-sector solutions to address this global issue. The event placed special emphasis on the regional realities of West Africa and the Canadian North, as well as to the presence of young people and members of Indigenous and Northern communities directly affected by these issues.
