After holding power continuously from its inception in 1955 (with the exception of a ten-month hiatus in 1993–1994), Japan's Liberal Democratic Party (LDP) lost control of the national government decisively in September 2009. Despite its defeat, the LDP remains the most successful political party in a democracy in the post–World War II period. In The Rise and Fall of Japan's LDP, Ellis S. Krauss and Robert J. Pekkanen shed light on the puzzle of the LDP's long dominance and abrupt defeat. Several questions about institutional change in party politics are at the core of their investigation: What incentives do different electoral systems provide? How do politicians adapt to new incentives? How much does structure determine behavior, and how much opportunity does structure give politicians to influence outcomes? How adaptable are established political organizations? The electoral system Japan established in 1955 resulted in a half-century of "one-party democracy." But as Krauss and Pekkanen detail, sweeping political reforms in 1994 changed voting rules and other key elements of the electoral system. Both the LDP and its adversaries had to adapt to a new system that gave citizens two votes: one for a party and one for a candidate. Under the leadership of the charismatic Koizumi Junichiro, the LDP managed to maintain its majority in the Japanese Diet, but his successors lost popular support as opposing parties learned how to operate in the new electoral environment. Drawing on the insights of historical institutionalism, Krauss and Pekkanen explain how Japanese politics functioned before and after the 1994 reform and why the persistence of party institutions (factions, PARC, koenkai) and the transformed role of party leadership contributed both to the LDP's success at remaining in power for fifteen years after the reforms and to its eventual downfall. In an epilogue, the authors assess the LDP's prospects in the near and medium term.

Bankers in Japan and China are masters of accounting, not risk management, and American-style rescue packages won't solve their banking crises. Cleaning up balance sheets and purging non-performing loans won't work either, say Arayama and Mourdoukoutas. The problem goes deeper. It stems from high growth environments and tight government regulation. The result has been to limit competition in Japan and eliminate it in China. And that led to the control of management behavior, which weakened incentives for Japanese and Chinese bank decision-makers to manage, hands-on, their traditional and nontraditional banking risks. Adding to the problem is rationed credit, reflecting MITI and MOF priorities in Japan and those set by the central planning authorities in China. Japanese bankers have been turned into experts on the abacus, the ancient calculator, but they have little experience with or understanding of the other more important aspects of the banking enterprise. Arayama and Mourdoukoutas lay it all out in a challenging, provocative, readable study and analysis. It is an essential resource for academicians and policymakers in business, government, and international finance and investment. This book explores how Japanese cities have transformed since the 1950s by describing housing and urban planning policies, urbanization processes, and maps with GIS analysis. It also discusses how housing vacancies have increased in shrinking Japanese cities, with case studies in Tokyo, Kyoto, Hiroshima, and Utsunomiya, and examines public–private partnerships and civil engagement to revitalize cities. In the era of urban shrinkage, Japanese cities have struggled with aging populations, low fertility, population loss, and a decline in the economic base over decades. In particular, shrinkage in metropolitan suburbs and large cities (e.g., sites of prefectural government with 300 000–400 000 inhabitants) has caused serious social problems owing to the huge aging population and large areas covered. One typical problem that has emerged is an increase in vacancies in now empty and abandoned housing.
