In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. This report offers a structure for evaluating the EU's expenditures and future reform options based on a set of guiding principles drawn from the EU Treaties and precepts of good governance. It goes on to identify the misallocation of resources as a central cause of the net balance disputes that plague the system and undermine its fairness.
