In order to identify the impact of access points on accident rates, a study was conducted that concentrated on NJ State highways Rt. 27, 28, 33, and 35. The study concentrated primarily on the impact of major geometric and traffic flow characteristics on accident rates at the macroscopic level. In addition, a field study was conducted on one NJ state highway section where the main objective was to provide insights into the microscopic traffic flow characteristics such as the speed profile along the roadway, and the impact of turns from/to access points on the speed of the vehicles traveling on the mainline.

Numerous research efforts have proven the safety benefits of access management. There are several access management techniques, including unsignalized access spacing, signalized intersection spacing, left-turn lanes, right-turn lanes, Two-Way Left-Turn lanes (TWLTLs), nontraversable median, U-turns, interchange access separation distances and so on. This project explores the correlation between access density and number of segment crashes per mile. Several factors are considered to influence crashes along a commercial road: access density, traffic volume, crash type, vehicle action, number of lanes, and the implement of medians and TWLTLs. For this effort, 40 sample sites were randomly chosen from 8 Oregon state cities. A limited exploratory analysis evaluated correlation relationships between crash incidence per mile and access density. The author investigated the access density on each side of the roadways in order to evaluate the influence of driveway on crashes that occurred during turning movements. This research indicated that there was some correlation between crashes per mile and access density. The author concludes that it is likely that average daily traffic and number of lanes may also affect the number of segment crashes per mile.

This synthesis reports how various agencies have acted on the various components of an access management program, what have been barriers to action, and how new efforts might improve implementation of access management strategies. Primary focus areas considered are legal and legislative bases, contents of policies and programs, implementation aspects, reported effectiveness of program implementation, and profiles of contemporary practice. This synthesis reports on the state of the practice with respect to planning, highway design, development review and permitting, and other focus areas where access management is typically incorporated. The emphasis is placed on states, but counties, municipalities, and metropolitan planning organizations are also considered.
