As used in this paper it designates that portion of the United States over which are distributed the archeological remains and the living remnants of those aboriginal North American tribes which from their chief common characteristic, that of permanent substantial house building, received from the Spanish conquerors the name of Pueblo or town Indians. It embraces almost the whole of New Mexico and Arizona, with small portions of southwestern Colorado and southeastern Utah. There is probably no reason why the term should not be extended to embrace large portions of the states of Sonora and Chihuahua, in Old Mexico. The peaceable Pueblo Indians seemed an unlikely people to rise emphatically and successfully against the Spanish Empire. For eighty-two years the Pueblos had lived under Spanish domination in the northern part of present-day New Mexico. The Spanish administration had been led not by Coronado’s earlier vision of god but by a desire to convert the Indians to Christianity and eke a living from the country north of Mexico. The situation made conflict inevitable, with devastating results. Robert Silverberg writes: "While the missionaries flogged and even hanged the Indians to save their souls, the civil authorities enslaved them, plundered the wealth of their cornfields, forced them to abide by incomprehensible Spanish laws." A long drought beginning in the 1660s and the accelerated raids of nomadic tribes contributed to the spontaneous revolt to the Pueblos in August 1680. How the Pueblos maintained their independence for a dozen years in plain view of the ambitious Spaniards and how they finally expelled the Spanish is the exciting story of The Pueblo Revolt. Excerpt from Moqui Pueblo Indians of Arizona and Pueblo Indians of New Mexico The Moqui Pueblos live upon lands in Arizona which they were permitted to occupy by the Spanish and Mexican owners, and which became grants by reason of town occupation for a long period, These grants are not yet defined, but were tacitly recognized by President Arthur in his proclamation of December 16, 1882, when he threw about them the protection of a reservation to keep off white people and the Navajos. These Indians are citizens of the United States under the treaty of Guadalupe Hidalgo. 16 of the pueblos of New Mexico own their lands in fee (3 are reserved) and the inhabitants of all are citizens of the United States. The allotment of the lands of the Moqui Pueblos (which in the case of the Pueblos can only be done by themselves), compelling the holders to reside upon them, would abolish the villages and pueblos, disperse these Indians, and make them dependents.
