This book investigates the politics of transatlantic trade, specifically the Transatlantic Trade and Investment Partnership negotiations. Using a novel approach, the authors analyze the rhetorical choices made by opponents and supporters of an agreement, and the logical behind their arguments. Opponents used emotive frames and strategically chosen issues to increase public opposition to the negotiations; supporters countered, but also accommodated, parts of opponents’ rhetoric in hopes of quelling discontent. The study also highlights the resulting changes to EU trade policy, thus contributing to the literatures on trade policy, politicization, and rhetorical analysis.

Above all, the Ukraine war, which began with Russia's invasion on February 24, the crisis in North Korea, and the confrontation over the Taiwan issue are of particular concern. In addition, there are other political uncertainties. According to the Council on Foreign Relations, 70.8 million people are displaced due to the war. This migration crisis is an issue that the EU and the US, especially, have to deal with. Furthermore, the global Covid-19 pandemic has been on the agenda since 2020. Accordingly, both military and health risks exist. This chapter focuses on the transatlantic trade and investment partnership "TTIP" and its impact on security. The TTIP negotiations between the EU and the USA reached a standstill at the end of 2016. Despite the possibility that the treaty would enable the two powerful economic nations to develop further and strengthen their ties. Furthermore, the agreement aimed to create up to 13 million new jobs. Nevertheless, the TTIP negotiations are gaining traction due to global circumstances. As already explained, many skeptics, such as charities, environmentalists, and NGOs, for instance, strongly criticize the agreement. There have also been some large-scale demonstrations in European countries. Nevertheless, TTIP also has benefits, especially concerning the economy.

The rise of cross-regional trade agreements is a defining trend of the current international trade system as shown by the signing of the Trans-Pacific Partnership (TPP) in 2015, the negotiations for the Transatlantic Trade and Investment Partnership (TTIP) between the USA and the EU as well as the Regional Comprehensive Economic Partnership (RCEP) between countries in Asia and Oceania. These differ from previous agreements in their economic significance and large geographic scale, and the wide scope of trade-related issues. The current rise of nationalist and isolationist ideologies across Europe and the USA has raised questions on the future of cross-regional trade deals and made the need to understand their implications for economic and political governance ever more urgent. Two main forms of governance that are central to this volume are the democratic tensions over new generation trade deals on the one hand, and their geopolitical ramifications on the other, which have come into collision to herald the advent of a highly uncertain period of world politics. The European Union, the world's foremost trader, is not an easy bargainer to deal with. Its twenty-five member states have relinquished most of their sovereignty in trade to the supranational level, and in international commercial negotiations, such as those conducted under the World Trade Organization, the EU speaks with a "single voice." This single voice has enabled the Brussels-based institution to impact the distributional outcomes of international trade negotiations and shape the global political economy. Trading Voices is the most comprehensive book about the politics of trade policy in the EU and the role of the EU as a central actor in international commercial negotiations. Sophie Meunier explores how this pooling of trade policy-making and external representation affects the EU's bargaining power in international trade talks. Using institutionalist analysis, she argues that its complex institutional procedures and multiple masters have, more than once, forced its trade partners to give in to an EU speaking with a single voice. Through analysis of four transatlantic commercial negotiations over agriculture, public procurement, and civil aviation, Trading Voices explores the politics of international trade bargaining. It also addresses the salient political question of whether efficiency at negotiating comes at the expense of democratic legitimacy.
