Military force projection is the self-reliant capacity to strike from mainland ports, bases and airfields to protect Australia's sovereignty as well as more distant national interests. Force projection is not just a flex of military muscle in times of emergency or the act of dispatching forces. It is a cycle of force preparation, command, deployment, protection, employment, sustainment, rotation, redeployment and reconstitution. If the Australian Defence Force consistently gets this cycle wrong, then there is something wrong with Australia's defence. This monograph is a force projection audit of four Australian regional force projections in the late 1980s and the 1990s -- valid measures of competence. It concludes that Australia is running out of luck and time. The Rudd Government has commissioned a new Defence White paper. This monograph is Exhibit A for change.

This is the tenth volume in the series, written by Seaforth Mackenzie. It presents the background to, and a detailed account of, the capture of German New Guinea, the first Australian fighting in September 1914, while the AIF was still being formed. The Royal Australian Navy and the Australian Naval and Military Expeditionary Force under Colonel William Holmes had captured Rabaul and, within three months, Holmes's forces had garrisoned the remainder of Germany's Pacific possessions south of the Equator, stretching from north-east mainland New Guinea to the Admiralty Islands, New Ireland, Bougainville and Nauru. The series was edited by C.E.W. Bean, who also wrote six of the volumes, and was published between 1920 and 1942. The first seven volumes deal with the Australian Imperial Force while other volumes cover the Australian Naval and Military Expeditionary Force at Rabaul, the Royal Australian Navy, the Australian Flying Corps and the home front; the final volume is a photographic record. Unlike other official histories that have been aimed at military staff, Bean intended the Australian history to be accessible to a non-military audience. The relatively small size of the Australian forces enabled the history to be presented in great detail, giving accounts of individual actions that would not have been possible when covering a larger force.

In 1992, civil war, drought and economic collapse left four million Somalis destitute, displaced and starving. Twenty-six nations sent their young men and women to make sure that food reached those who needed it. Australia joined this international ‘coalition of the willing’ with the Australian Force Somalia comprised of a 1,000-strong battalion group based on 1st Battalion, the Royal Australian Regiment from the 3rd Brigade in Townsville as well as a small national liaison headquarters from 1st Division in Brisbane. In the summer of 1914 Germany’s Pacific colonies were a quiet backwater of its empire. But the shots of Sarajevo shattered the Pacific as well as Europe. Within weeks of the outbreak of World war I Western Samoa - German territory to be taken in the war - New Guinea, and the Micronesian lands, were occupied by Australian, New Zealand, and Japanese forces. Current historiography claims that World War I made little difference to the indigenous populations of the Pacific and that this change in colonial masters had little effect on those they ruled. The Neglected War challenges this interpretation. Australian goldminers were among the first white men to have sustained contact with Papua New Guineans. Some Papua New Guineans welcomed them, worked for them, traded with them and learnt their skills and soon were mining on their own account. Others met them with hostility, either by direct confrontation or by stealthy ambush. Many of the indigenous people and some miners were killed. The miners were dependent on the local people for labourers, guides, producers of food and women. Some women lived willingly in the miners’ camps, a few were legally married, and some were raped. Working conditions for Papua New Guineans on the claims were mixed; some being well treated by the miners, others being poorly housed and fed, ill-treated, and subject to devastating epidemics. Conditions were rough, not only for them but for the diggers too. This book, republished in its original format, shows the differences in the experience of various Papua New Guinean communities which encountered the miners and tries to explain these differences. It is a graphic description of what happens when people from vastly different cultures meet. The author has drawn on documentary sources and interviews with the local people to produce, for the first time, a lively history.
