The objective of NSRP Project 1-96-6 was to develop a methodology to identify specific processes within Steel Fabrication and Subassembly that were good candidates for automation, and to determine the degree and mix of automation which would have the best overall effect on the defined areas. Because of the large scope of the project, computer simulation was used to model the focus areas. Computer simulation lends itself well to investigations such as this because of software s capability to: Determine the effects of randomness and variability in the processes; Model large systems with many variables; Determine effects over long periods of time; Determine effects of costly changes before investing money and resources; Quickly produce results for comparisons of system changes; Present concepts visually as an aid in explaining them. Models were created that were representative of National Steel and Shipbuilding Company's (NASSCO) current Steel Fabrication and Subassembly processes. These As-Is models were then analyzed for bottlenecks and constraints that could be overcome through the use of automation. Once the constraints were identified and suitable automation alternatives were purposed, To-Be models were created incorporating the automation. The results of the As-Is and o-Be models were used in order to compare the performance of the two systems, and as a basis for a Return on Investment (ROI) calculation.

Computer simulation is being used in other manufacturing industries worldwide to gain insight into how the introduction of new resources affects the company's current manufacturing capabilities and whether or not the new resources will produce a positive return on investment.

Effective shipbuilders accomplish in-house, only work which by nature and volume can be performed in accordance with the concept of Group Technology (GT). Parts, subassemblies and assemblies, i.e., interim products, needed for an end product, are classified by the problems inherent in their manufacture. Thus, regardless of differences in designs and quantities required, interim products are manufactured on dedicated production lines, i.e., process flows. A main flow, such as for producing a hull block, is supported by coordinated subordinate flows such as one for producing sub-blocks. With such dependencies, a control system is required to monitor accuracy in order to avoid delays and rework, particularly when blocks are joined together in a building dock during hull erection. However, accuracy control (A/C) having a statistical basis does considerably more. A/C involves the regulation of accuracy as a management technique for constandy improving productivity of an entire manufacturing system. A/C is the scientific means which the world s leading shipbuilders employ for constantly identifying and prioritizing the problems which must be addressed to obtain the greatest rates of productivity improvement. The statistical basis makes clear the relationship between cause and effect. As Dr. W. Edwards Deming teaches, the obligation to improve the system never ceases. Statistics is the branch of mathematics dealing with collection, analysis, interpretation and presentation of masses of numerical data. The methods of statistics are methods of applied mathematics. Shipbuilding engineers who manage A/C programs must at least understand college-level elementary statistics.

One of the key elements of the 1930's concept of Group Technology (OT) is the classification of individual parts into families of parts with similar attributes. Prior to the advent of zone construction in ship- building similar products, such as franes, floors and shell plates, were presented on separate drawings, which resulted in the grouping of similar materials on each drawing. The assembly process followed a similar logical pattern using each of the drawings in each stage of construction. The introduction of zone construction has applied these OT concepts to the unit assembly process. Computer Aided Process Planning (CAPP) and its requirement to organize manufacturing data in a logical, structured manner has brought the shipbuilding industry back to the GT concept in the structural fabrication shop . The subdivision of a ship into manageable subsets of interim products allows for the further grouping of interim products into families requiring similar manufacturing processes.
