The United States is dependent on foreign sources for many strategic and critical materials vital to its survival and national security. To counter the affects of a disruption in the supply of these materials, the US maintains a National Defense Stockpile (NDS) made up of over a hundred separate depots located in various parts of the country. The management and policy formulation of various aspects of the NDS are distributed across a wide spectrum of agencies in the Executive and Legislative Branches. These organizations along with associated legislation are examined for their impact on the policy-formulation process. This thesis also reviews organizations outside the government that affect stockpile policy. General and specific recommendations on proposed management alternatives are presented at the end of the study. Since 1939, the U.S. government, using the National Defense Stockpile (NDS), has been stockpiling critical strategic materials for national defense. The economic and national security environments, however, have changed significantly from the time the NDS was created. Current threats are more varied, production and processing of key materials is more globally dispersed, the global competition for raw materials is increasing, the U.S. military is more dependent on civilian industry, and industry depends far more on just-in-time inventory control. To help determine the significance of these changes for the strategic materials stockpile, the Department of Defense asked the NRC to assess the continuing need for and value of the NDS. This report begins with the historical context of the NDS. It then presents a discussion of raw-materials and minerals supply, an examination of changing defense planning and materials needs, an analysis of modern tools used to manage materials supply chains, and an assessment of current operational practices of the NDS.

In response to a congressional request, GAO: (1) evaluated the methodology and assumptions the National Security Council (NSC) used in its study of national defense stockpile goals; and (2) compiled the views of the participating agencies. GAO noted that the NSC report recommended the: (1) reduction of the current stockpile goals of $16.1 billion to $700 million; and (2) filling of stockpile shortfalls with the receipts from the sale of surplus stocks. GAO also noted that Congress prohibited reductions in stockpile goals until October 1, 1987. GAO found that the study: (1) did not adequately reflect major disagreements about its assumptions or reflect that its results could vary greatly with changes in those assumptions; (2) planned for less than total mobilization, which limited the size of the planned force; (3) did not fairly represent the nature or content of participating agencies' input; (4) often did not disclose participants' qualifications and objections; (5) failed to identify some agencies' responsibilities accurately; and (6) did not include direct participation by industry representatives, although such participation could have improved the accuracy of study data. GAO believes that a lack of accurate information on raw material supply and demand and a lack of organizational capability to plan and manage the stockpile continue to hinder assessments of stockpile requirements.

The Strategic and Critical Materials Stock Pile (National Stockpile) was established in 1939 to provide for the acquisition and retention of stocks of certain strategic and critical materials in which the United States was deficient and thereby decrease and prevent wherever possible a dangerous and costly independence of the United States upon foreign nations for supplies of these materials in times of national emergency. At issue is whether the National Defense Stockpile should be transferred to the Department of Defense. An analysis of this issue is undertaken in the context of H.R. 33, a bill introduced for this purpose. The essay was developed on the basis of a literature search, discussions with DOD, FEMA, GSA, and congressional staff, and the author's background in working with the House Armed Services Committee on this issue. The essay concludes that there is little likelihood that much progress will be made in meeting stockpile goals under the current stockpile organization. On the other hand, there is no guarantee that the program would improve significantly under Department of Defense management. However, a transfer to DOD would place both the authorization and appropriations for the stockpile in the hands of defense oriented committees and subcommittees. In any event, it is a good bet that similar legislation to transfer the stockpile to the Department of Defense will be introduced early in the 99th Congress.
