A critical review of Malawi’s Special Crops Act and Agriculture (General Purposes) Act
Author: Comstock, Andrew
Publisher: Intl Food Policy Res Inst
ISBN:
Category : Political Science
Languages : en
Pages : 76
Book Description
This report is a critical review of two of the principal agricultural laws in Malawi, the Special Crops Act and the Agriculture (General Purposes) Act. Both are frequently used to justify interventions by government in agricultural marketing and trade activities. The review is to assess whether this legislation is effective in promoting the goals of the country around agricultural commercialization, and if not, to provide recommendations for revisions to the laws. As a secondary task, the review considers whether either law could be used as an appropriate legal framework for contract farming regulation and oversight. The review was based on a thorough desk review of the legislation and interviews with over 230 key informants involved in agricultural production, marketing, and trade. The interviews focused on the laws and how their application by government has affected the commercial activities of the informants for better or for worse.

Electoral Process and the Prospects for Democracy Consolidation
Author: Korwa Gombe Adar
Publisher: African Books Collective
ISBN: 0798302100
Category : Political Science
Languages : en
Pages : 154
Book Description
Any study of Africa's multiparty elections reveals inherent institutional and systemic difficulties that raise questions about the electoral outcomes in the emerging democracies. An assessment of electoral processes in Africa poses methodological, conceptual, and theoretical challenges to scholars and practitioners. The chapters of this volume address these issues through an assessment of the electoral processes and an examination of democratisation trends in Africa, with special focus on case studies. The chapters on Algeria, Cameroon, Ghana, Malawi, Mozambique, and South Africa analyse these complexities holistically. They examine: the potency and independence of electoral institutions; adherence to electoral laws by those charged with the statutory powers as well as the participants in the elections; the role of the media, election monitors and observers, civil society, and political parties. The authors also assess whether or not elections were conducted in a free and fair environment conducive for multiparty electoral practice and consolidation.
